Consistent with the tenets of full disclosure as articu-lated by the Appeal Board in McGuire,* Applicants are submit-ting the enclosed letter for the information of the Licensing Board. The enclosure is a letter dated July 27, 1979, from Mr. T. N. Ewing, Manager, Black Fox Station Nuclear Project, Public Service Company of Oklahoma, to Mr. Steven A. Varga of the NRC Staff.

The NRC Staff has analyzed the events surrounding the TMI-2 accid'ent , and it has provided the Applicants with the information gleaned from those analyses that are pertinent to all construction permit applications. This information consists of NUREG-0578, I&E Bulletin 79-08 and selected issues identified by the NRC Staff on emergency preparedness. Applicants ' July 27 submittal addresses the requirements and recommendations of these documents and Staff advice, and specifies the ccmmitments needed to provide reasonable assurance that said requirements and recommendations will be implemented prior to operation of the Black Fox Station.

NUREG-0578 is the famous " lessons learned" report developed by the Task Force headed by Dr. Roger Mattson. I am also pro-

' riding a copy of that report in the unlikely event that it has not been previously supplied to the Licensing Board. It will facilitate an understanding of Applicants' July 27 submittal.

Since the enclosures have been previously provided to the parties, they are only being provided to the Licensing Borrd, the ASLB Panel and the ASLAB Panel.
