I advised the Licensing Board and parties on October 23, 1979 with respect to the need to overexcavate the foundation area for Black Fox Station, Unit 2. It was stated in this notification that additional analyses were being performed concerning this matter and that they would be provided to all concerned when the analytical work was completed.

The information is now available and it is enclosed with this letter. Two analyses have been conducted. One assesses the strength of a mass fill of lean concrete-as a foundation material as compared with the natural rock struc-ture, and the other evaluates the effect of this relatively 1785 359 8001220 Q9L

thick concrete fill on the dynamic responses of th'e Lnit 2 safety-related structures. The enclosure, which consists of.

Mr. Ewing's letters of December 12 and Octobec 19, 1979 to the NRC Staff and the attached material organized in the format of the Black Fox PSAR and designated as subsection 3.8.5, is self-explanatory and it need not be restated here.

The Applicants conclude, based on the enclosed analyses, that the overexcavation activity raises no matter of any safety significance with respect to Contentions 3 and 16 or any other aspect of the safety evaluation for the Black Fox Station.
