Regarding the over-excavation for Unit 2 and the concrete fill necessitated thereby, we have noted that in PSO's revised PSAR sheets (page 3. 8-55), PSO selected the SRV loads for their analysis.
If my memory serves me right, at the last hearings there was considerable debate about whether or not the discharge of all 19 valves with random actuation was the most severe case.
For example,

it seems to me there was some disagreement as to whether or not seismic /loca loads should be superimposed on the SRV actuation case.
In your ultimate response to my letter of December 27, 1979, could you address this point from the Staff's viewpoint?
