F RD PR RAM ARY'uring the reporting period (July 1 to December 31, 1996), the number of random tests performed was equivalent to the number required to test approximately 26.7 percent of the eligible population. The rate of positive from random testing was 0.91 percent.

During the calendar year (January 1 to December 31, 1996), the number of random tests performed was equivalent to the number required to test approximately 54.9 percent of the eligible population. The annual rate of positive from the random testing was 0.62 percent.

SITIVE R ULTS'ight chemical tests yielded positive results during this reporting period. Calculated from the positive recorded from January 1990 until June 1996, marijuana is the drug of preference accounting for 61 percent of all the positive results with cocaine second yielding 22 percent of positive results.

A A EME A TI Pre-Access Access was denied for two employees and one contractor employee that tested positive on pre-access analysis.. Management was notified and the individual's files were annotated of the positive result and management's actions.

Random Access was removed for a minimum of fourteen days and referral was made to the EAP for two licensee employees and one contractor employee that tested positive during random testing.

For Cause/Observed Behavior Access was removed for a minimum of fourteen days and referral was made to the EAP for one licensee employee that tested positive for cause/observed behavior. Management was notified and the file annotated of the positive test result and management's actions.

FoHow-up Access was removed for three years for one licensee employee participating in the follow-up program that tested positive during follow-up testing. Management was notified and the file annotated of the positive result and management's actions. Presently, there are three licensee employees and three contractor employees for a total of six individuals currently participating in the follow-up program.

ADMINI TRATIVE ACTI N

'ne contractor employee with unescorted access privileges was temporarily suspended pending confirmation of the test results. The individual initially tested positive by on site EMIT testing for marijuana during random testing. The sample confirmed positive and the individual was denied access to the protected area of WNP-2 for a minimum of fourteen days and referred to treatment. This individual was a contractor foreman with supervisory duties and the confirmation was considered a reportable event on discovery.

Following treatment, the individual returned to work, enrolled in the follow-up program and unescorted access was reinstated.

EVE T E RTED T THE CLEAR RE AT RY C MMIS I this reporting period, there was one violation of the Fitness for Duty Program that was C'uring reportable. One contractor employee, a foreman with supervisory duties, tested positive for THC during a random drug test. The NRC was notified on discovery of the event.
