SUMMARY

During this reporting period, approximately 28.5 percent of the population eligible for random selection have been randomly tested. The rate of positive from random testing is 0.04 percent.

ITIVE R UI T Twenty-two chemical tests yielded positive results during this reporting period. Calculated from an historical perspective, positives recorded from January 1990 until June 1996, show that marijuana remains the drug of preference, accounting for 58 percent of all the positive results.

Cocaine is second with 21 percent of positive results.

MANA EMENT ACTI N:

Pre-Access Access was denied for four employees and fourteen short-term contractor employees that tested positive on pre-access analysis. Management was notified and the individual's files were annotated of the positive result and management's actions.

Refusal To Test Access was denied for one employee and one short-term contractor for refusal to test for pre-access. Both were terminated for cause. Management was notified and the individual's files were annotated of the refusal to test and termination for cause.

Random Two short-term contractor employees who tested positive during random testing had their access removed for a minimum of fourteen days. Management was notified and their files were annotated of the positive results and management's actions.

Management was notified and the individual's file was annotated of the positive result and termination for cause.

Presently, there are two employees participating in the follow-up program.

ADMINISTRATIVEACTION:

Two short-term contractors with unescorted access privileges were temporarily suspended, pending confirmation of the tests results. One individual initially tested positive by on-site EMIT testing for marijuana during random testing. The sample confirmed positive and the individual was denied access to the Protected Area of WNP-2 for fourteen days and referred to treatment. Subsequent to the fourteen day access denial, this individual's employment was terminated. The other short term contractor tested positive during a follow-up test for cocaine.

The sample confirmed positive and the individual was denied access to the Protected Area of WNP-2 for three years and employment was terminated, EVENTS REPORTED TO THE NUCLEAR REGULATORY COMMISSION C:

During this reporting period, there were no violations of the Fitness for Duty program that were reportable.

PROGRAM WEAKNESSES:

During this reporting period, no program weaknesses were identified.
