These editorial changes are consistent with recent conversations between Supply System and Staff personnel and are included in Attachment 1.

The editorial changes include incorporation of the surveillance notes in front of each surveillance so that it is clear that the notes apply to each surveillance. In addition, a specific, rather than implied request for incorporation of a 4.0.4 exemption to the referenced surveillances is included in the notes.

4; Page 2 REQUEST FOR AMENDMENT TO TECH SPEC SURVEILLANCES 4.4.1.2.1 AND 4.4.1.2.2 FOR JET PUMP, OPERABILITY - SUPPLEMENTAL INFORMATION Reference 3 discussed the LCO regarding 4.0.4 applicability originally requested by Reference

1. The Reference 1 surveillance change request had included a note to the applicability stating:

"The provisions of Specification 4.0.4 are not applicable provided that this surveillance is performed within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> after exceeding 25% of RATED THERMALPOWER." Consistent with verbal discussion with the Staff regarding the relevancy of the 4.0.4 exemption to the surveillance, rather than the applicability, the 4.0.4 exemption request details were relocated to the surveillance. Specific reference to 4.0.4 was deleted because the two notes implied an "other specified applicable condition" as called out in 4.0.4, Also consistent with the discussion, the surveillance note was revised for consistency with the Improved Technical Specifications to allow 24 rather than 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> for completion of the surveillance.

The implied request for a 4.0.4 exemption, although consistent with some other Technical Specifications, is clearly not as apparent as a specific statement. Therefore the surveillance note is being revised to include the specific reference to 4.0.4.

This request does not impact the No Significant Hazards Consideration and Environmental Considerations summaries provided by Reference 3. This request clarifies but does not revise the basis for, or intent of, the changes requested by Reference 3.

Implementation within 30 days from the amendment date is hereby requested.
