Subject:

WNP-2, OPERATING LICENSE NPF-21 REQUEST FOR AMENDMENTTO TECHNICAL SPECIFICATION 3/4.6.1.8, DRYWELL AND SUPPRESSION CHAMBER PURGE SYSTEM - SUPPLEMENTAL INFORMATION

Reference:

1) Letter G02-93-296, dated December 20, 1993, JV Parrish (SS) to USNRC, "Request for Amendment to Technical Specification 3/4.6.1.8, Drywell and Suppression Chamber Purge System"
2) Letter G02-94-069, dated March 25, 1994, JV Parrish (SS) to USNRC, "Request for Amendment to Technical Specification 3/4.6.1.8, Drywell and Suppression Chamber Purge System - Supplemental Information" The purpose of this letter is to clarify the intent of the Supply System's request for amendment to Technical Specification 3/4.6.1.8, Drywell and Suppression Chamber Purge System, which was submitted by Reference 1 and supplemented by Reference 2. Technical Specification Table 3.6.3-1 identifies a maximum isolation time of four (4) seconds for the Containment Purge Exhaust and Supply valves. Reference 1, in the technical background and "No Significant Hazards Consideration" discussion, identifies a maximum isolation time of five (5) seconds.

This is a typographical error. Technical Specification maximum isolation time for the Containment Purge Exhaust and Supply valves is not being modified by References 1 or 2.

Containment Purge Supply and Exhaust valves CEP-V-1A & -2A, CSP-V-3 & -4 have been designed, procured, purchased, and qualified to meet the 4 second maximum isolation time.

Page Two REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATION 3/4.6.1.8, DRYWELL AND SUPPRESSION CHAMBER PURGE SYSTEM-SUPPLEMENTAL INFORMATION The design and procurement specifications define functional and performance requirements including valve closure, from the full open position, against the design pressure of 45 psig within 4 seconds. The purchase order specifies that butterfly valves are to be furnished in strict accordance to the Supply System procurement specification. The valves and pneumatic operators have been seismically and environmentally qualified to meet the intended safety function when subjected to applicable dynamic and design basis accident profile conditions. Upon receipt at WNP-2, the Supply System receipt inspection will ensure that the valves and pneumatic operators have been submitted in accordance with the purchase order. The assembly will also be functionally tested following installation.

Should you have any questions or desire additional information regarding this matter, please call me or Herbert E. Kook at (509) 377-4278.
