2) Letter G02-91-152, dated August 15, 1991, JW Baker (SS) to NRC, "Licensee Event Report No, 91-09" 3), Letter GO2-93-063, dated March 18, 1993, JW Baker (SS) to NRC, "Licensee Event Report No. 91-09-01" Reference 1 explained that because of the location of WNP-2 seismic monitor SEIS-TPA-1 on the Reactor Vessel Space Frame, annual refueling activities result in the need to remove the monitor from service. The Space Frame is a structural frame located over the RPV head used to support RCIC piping, CRA ventilation. ducting, RPV head/flange thermocouples, and one RPV level instrument sensing line. It must be removed to allow for removal of the RPV head.

The seismic accelerometer is a mechanical device that is attached to the Reactor Vessel Space Frame.

Technical Specification Action Statement 3.3.7.2.a requires that "with one or more of the above required seismic monitoring instruments inoperable for more than 30 days, in lieu of any other report required by Specification 6.9.1, prepare and submit a Special Report to the Commission pursuant to Specification 6.9.2 within the next 10 days outlining the cause of the malfunction and the plans for restoring the instrument(s) to operable status."

Two'EISMIC MONITORING INSTRUMENTATION

. References 1 and 2 stated that a change to the Technical Specification would be requested to allow for moving the monitor to another location so that entering the Action Statement and submittal of the 30 day report would not be necessary.

Supply System management has concluded that the priority for making this change does not compete with other needed modifications to the plant. Thus, the seismic monitor will remain at its present location and the required 10 day report will be submitted each time the monitor is inoperable for more than 30 days.

Reference 3 is a revision to the LER to reflect this change.
