WNP-2 OPERATING LICENSE NPI<'-21 REVISION 28 AND PROPOSED REVISION 29 TO THE OPERATIONAL QUALIIYASSURANCE PROGRAM DESCRIPTION (WPPSS-QA-004)

In accordance with-10 CFR 50.54(a)(3), the Supply System is revising the U.S. Nuclear Regulatory Commission (NRC) approved topical report, "Operational Quality Assurance Program Description (OQAPD) (WPPSS-QA-004)." This submittal contains two changes; Revision 28 which does not contain any reduction of commitments, and proposed Revision 29 which contains changes which reduce commitments and requires NRC approval prior to implementation.

Revision 28 consisted of a minor change to Section 1.3.3.1.1 to restructure the Quality Services group into functional areas and added a second supervisor. Appendix I, Qualification Requirements was changed to show two Quality Services Supervisors.

The proposed Revision 29 modifies Sections 1, 2, 4, 6, 12, 15, and 18, Appendix I, Appendix II, and Appendix III.

A description and justification for the Revision 29 changes to the OQAPD is provided in . Vertical lines have been placed in the right-hand margin of Attachment 2 to identify text changes, additions, and deletions. Attachment 3 is Revision 28 of the OQAPD which has been implemented. Changes to text are identified by vertical lines.

The proposed Revision 29 has been evaluated in accordance with 10 CFR 50.59. The Supply System has concluded that the proposed changes to the OQAPD do not create any unreviewed safety questions. This proposed revision has been reviewed and approved by the WNP-2 Plant Operations Committee. The provisions of 10 CFR 50, Appendix B will continue to be met by incorporation of ths revision.
