OF TELEPHONE CONFERENCE CALL HELD ON JULY 16,2013, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND STP NUCLEAR OPERATING COMPANY, CONCERNING A SCHEDULE CHANGE FOR THE REVIEW OF THE SOUTH TEXAS PROJECT, LICENSE RENEWAL APPLICATION (TAC. NOS. ME4938, ME4939, ME5122, AND ME5123)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company held a telephone conference call on July 16, 2013, to discuss and clarify about the change of the issuance of the final Supplemental Environmental Impact Statement milestone from July 2013 to September 2013, related to the review of the South Texas Project license renewal application. The telephone conference call was useful in clarifying the reason for the schedule change and the new milestone. The applicant had an opportunity to comment on this summary. provides a listing of the participants and Enclosure 2 contains a summary of the discussion with the applicant.

SUMMARY

OF DISCUSSION LICENSE RENEWAL APPLICATION SOUTH TEXAS PROJECT The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company held a telephone conference call on July 16, 2013, to discuss and clarify about the change of the issuance of the final Supplemental Environmental Impact Statement milestone from July 2013 to September 2013, concerning the review of the South Texas Project license renewal application.

Discussion

  • The need for the schedule change NRC issued the newly revised Generic Environmental Impact Statement (GElS) on June 20, 2013. The staff needs additional time for the environmental review of STP license renewal to take into consideration the information presented in the newly revised GElS.
  • Reasons for the change of the final Supplemental Environmental Impact Statement (FSEIS) milestone from July 2013 to September 2013 The additional times would allow the staff to update the information in the FSEIS to be consistent with the newly revised GElS (e.g., cumulative impacts for socio economic, consistent descriptions of the baseline conditions of the affected environment, etc.)
  • Sensitivity to project schedule for the completion of the FSEIS The staff is aware of the STPNOC needs for an efficient review and will keep STPNOC informed early if there are any changes to the FSEIS review. The staff will make every effort to meet the September milestone.
