Participants From NRC: HQ - Karl Feintuch, Istvan (Steve) Frankl, Leta Brown, Harold Walker; and Call-in = George Lapinski; Rossnyev Alvarado From DEK: Craig Sly Bill Eakin, John Harrell, Bill Kohlroser; Tom Breene The discussion centered on the influence of the control rod drive mechanism (CRDM) cooling fans on the predicted cool down rate of the reactor vessel following the postulated LRA. DEK will provide a summary of the issues for NRC staff reviewers working on ME7110.

DEK is examining the preparation of a supplement to replace affected text currently in the existing ME7110 docketed documents to enable ME7110 to move forward in a timely schedule. NRC staff will evaluate (1) whether additional Technical Branches would need to be involved in the review of the changed application and (2) the impact of the changes on the review efforts already accomplished and newly anticipated as a result of the changed information.

IMPORTANT UPDATE = ME7110 PROJECT TEAM NEEDS TO ASSEMBLE OR CALL IN TO O-8B6 @ 3 PM 6/13/2012 PROJECT REVIEW

Craig Sly called me this morning to describe a problem whose impact is a minimum of 2-3 months delay in project schedule while Dominion Energy Kewaunee (DEK) addresses new information about the Locked Rotor Accident (LRA) that impact (primarily) AADB (Mark Re: LRA details and Leta Re: responding to RAII Brown-004) and other branches by delayed responses to RAI items. Currently, Alva-008,-009 and Torres-004 through -012 RAI responses will be delayed due to concurrence processing until end of June, from planned 6/15/2012. The changed LRA assumptions increase dose to the control room. The solutions best case is a 2-3 month delay in the project and worst case is a 10 month delay [if thermal hydraulics calculations are redone]

, in which case DEK would withdraw ME7110 [and resubmit at a later date].

DEK seeks a discussion with us at 3 PM today to describe the issue whose solution appears to be removing

[diffusers and / or] mufflers from the steam relief valves to accelerate relief steam flow rate out of the relief valves. These mufflers, or diffusers, appear to be for the purpose of noise abatement and their history and requirements that they satisfy are being researched (They date from 1981, at least).
