OF TELEPHONE CONFERENCE CALL HELD ON APRIL 16, 2012, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND STP NUCLEAR OPERATING COMPANY, CONCERNING POTENTIAL CONFIRMATORY ITEMS PERTAINING TO THE SOUTH TEXAS PRO..IECT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC. NOS. ME4936 AND ME4937)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on April 16, 2012, to discuss two potential confirmatory items concerning the South Texas Project, Units 1 and 2, license renewal application (LRA). The telephone conference call was useful in clarifying agreement by both parties on the resolutions of the confirmatory items. provides a listing of the participants and Enclosure 2 contains a listing of the issues discussed with the applicant.

REQUEST FOR ADDITIONAL INFORMATION SOUTH TEXAS PROJECT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION CONFIRMATORY ITEMS APRIL 16, 2012 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on April 16, 2012, to discuss two potential confirmatory items concerning the South Texas Project, Units 1 and 2, license renewal application (LRA). The telephone conference call was useful in clarifying agreement by both parties on the resolutions of the confirmatory items.

Issue #1 - Add AMR rows to reflect applicant's new TLAA on Underclad Cracking The staff noted that, following applicant's submittal of a response to RAI 4.1-3a regarding use of a new LRA Section 4.7.4 to consider underclad cracking as a TLAA for STP, the corresponding aging management review (AMR) entries for LRA Table 3.1.2-1 apparently were not included.

The staff and the applicant agreed that, upon the applicant's submittal of new AMR items for the reactor vessel nozzles and for the reactor vessel shell portions and associated welds, referencing that these have an aging effect requiring management of underclad cracking, and noting their cross-reference to LRA Table 3.1-1, item 3.1.1.21 and TLAA 4.7.4, that this would successfully resolve the noted incompleteness of the LRA in this regard. The applicant and staff agreed this would be a supplemental response to RAI 4.1-3a. The staff agreed to note this as a Confirmatory Item in the SER with Open Items.

Issue #2 - Document applicant's position to manage aging on exempted valves using some of applicant's AMPS The staff noted that the applicant has removed certain containment isolation valves from Type 8 and C testing under 10 CFR 50 Appendix J surveillances as a result of a license exemption; this exemption had been submitted to the staff and approved based upon a Probabilislic Risk Analysis of risk significance, where these valves were designated as either "low safety significance" or "non-risk significant." However, it was not clear which aging management programs (AMPs), if any, would be used to manage aging for these components under license renewal for the period of extended operation.

The staff and the applicant agreed that the applicant would submit a statement that consolidates its aging management plan for these valves by noting that the applicant agrees they are within the scope of license renewal, that the applicant will manage their aging by means of appropriate AMPs (e.g., Water Chemistry, Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components, One-Time Inspection, Closed-Cycle Cooling Water System, Lubricating Oil Analysis). It was also agreed that the valves would be part of the pool of eligible components for sampling as per those programs for the applicable material and environment combination, and that the valves' entries in the LRA AMR Tables will be revised as necessary to reflect this approach. The applicant and staff agreed that this would be a supplemental response to RAI 82.1.30-1. The staff agreed to note this as a Confirmatory Item in the SER with Open Items. As a result, the staff and the applicant agreed that draft RAI 82.1.30-3 will be dropped.
