The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on February 3, 2015, to discuss the staffs Request for Additional Information (RAI) Set 29, for the South Texas Project, Units 1 and 2, license renewal application (LRA). This was the second of two calls on Set 29. The telephone conference call was useful in clarifying the staffs concerns in the RAI.

OF TELEPHONE CONFERENCE CALL (CALL NO. 2)

FOR RAI SET 29, PERTAINING TO THE SOUTH TEXAS PROJECT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION FEBRUARY 3, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on February 3, 2015, to discuss the staffs Request for Additional Information (RAI) Set 29, for the South Texas Project, Units 1 and 2, license renewal application (LRA). This was the second of two calls on Set 29. The telephone conference call was useful in clarifying the staffs concerns in the RAI.

Discussion The applicant and staff discussed items pertaining to RAIs 3.0.3-1a and 3.0.3-1b.

RAI 3.0.3-1a, Followup on Recurring Internal Corrosion, Part A: This RAI was discussed in two parts. For the first part, the reviewers and the applicant agreed a response to Part A of the RAI should clarify or confirm that the mechanism leading to loss of material by recurring internal corrosion in the applicants fire water system was recurring general, pitting, and crevice corrosion; i.e., that selective leaching had not been observed. The staff stated that this clarification was needed on the issue in order to successfully complete its review on validating that the Fire Protection - Water System AMP could effectively manage this aging effect/mechanism of recurring internal corrosion. Also the staff observed that it believes the LRA indicates that this system has some cast iron components in it, so being able to clarify whether or not selective leaching occurs in that material for the FWS would also be helpful in resolving the item. The second part of the discussion related to the extent of components in the Fire Water System (FWS) that experienced RIC; the staff was concerned as to whether RIC occurred in the FWS only in those portions that are characterized as normally dry, periodically wetted, and not easily drained, as opposed to also occurring in other components which do not fall in that category. The applicant indicated it would check its records and address this issue in its response.

RAI 3.0.3-1b, Followup on Corrosion Under Insulation, Part E: Upon discussion of Parts 1 and 2 of the draft RAI, the staff and the applicant agreed that the issues had been addressed by the applicant in the LRA and in earlier RAI responses (as provided by the applicant and listed as follows), and that therefore these parts of the RAI could be dropped:

STPNOC letter NOC-AE-12002797, dated February 27, 2012: Enclosure 2 pages 30, 37, 40 (ADAMS Accession No. ML12069A024), added loss of material aging effect to carbon steel (galvanized) damper and ductwork Under Part 3 of the draft RAI, the applicant explained that it had made an administrative error in calling out an incorrect AMP program: instead of STPNOC AMP B2.1.22, Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components Program (corresponding to GALL Report AMP XI.M38) as listed in the response, the correct AMP to reference is applicant AMP B2.1.20, External Surfaces Monitoring Program (corresponding to GALL Report AMP XI.M36).

The applicant stated it would issue a correction letter to its RAI response, and the staff agreed to drop the RAI if that correction is issued.
