By Reference 1, STP Nuclear Operating Company (STPNOC) submitted the License Renewal Application (LRA) for South Texas Project (STP) Units 1 and 2. By Reference 2, the NRC staff requested additional information for the review of the STP LRA. STPNOC's response to the request for additional information is included in the Enclosure to this letter.

Enclosure NOC-AE-1 102670 Page 1 STPNOC Response to Request for Additional Information RAI 2.5-1, Temperature sensors/transducers subject to aging management review.

Background:

NEI 95-10, "Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule," Appendix B indicates that elements, resistance temperature detectors (RTDs), sensors, thermocouples and transducers should be included in the list of components/commodity groups subject to Aging Management Review if a pressure boundary is applicable.

Issue:

The staff cannot find these components/groups in the applicant's LRA.

Request:

Please justify why these components are not included in Section 2.5 of the License Renewal Application.

STPNOC Response The commodity group associated with elements, Resistance Temperature Detectors (RTDs),

sensors, thermocouples and transducers designated as "thermowell" are found in Sections 2.3.3 and 2.3.4 of the LRA. The following mechanical systems have component type "thermowell" with an intended function of "pressure boundary". These "thermowells" are within the scope of license renewal and are subject to an aging management review.

Spent Fuel Pool Cooling & Cleanup (LRA Table 2.3.3-2)

Essential Cooling Water & ECW Screen Wash (LRA Table 2.3.3-4)

Chilled Water HVAC (LRA Table 2.3.3-9)

Chemical & Volume Control (LRA Table 2.3.3-19)

Standby Diesel Generator (LRA Table 2.3.3-20)

Liquid Waste Processing (LRA Table 2.3.3-22)

Main Steam (LRA Table 2.3.4-1)

Auxiliary Feedwater (LRA Table 2.3.4-6)

RAI 2.5-2, Control circuits and structures associated with Station Blackout (SBO) recovery.

Background:

In accordance with 10 CFR 54.4(a)(3) and SRP-LR section 2.5.2.1.1, the control circuits and structures associated with the switchyard circuit breakers used to supply the SBO recovery paths should be within the scope of license renewal.

Issue:

The applicant has not included these components/groups within the scope of license renewal.

Request:

Please confirm whether these components are within the scope of license renewal. If not within scope, then justify why they are not included.

STPNOC Response Switchyard circuit breakers within the scope of license renewal remain in position when offsite power is interrupted. Each of the breakers contains stored energy such that the breakers may be operated without use of control circuits during a loss of offsite power event. Therefore control circuits are not required for station blackout recovery and are not within the scope of license renewal.
