SUMMARY

OF TELEPHONE CONFERENCE CALL FOR RAI SET 29, PERTAINING TO THE SOUTH TEXAS PROJECT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION JANUARY 8, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on January 8, 2015, to discuss clarification of staff concerns in Request for Additional Information (RAI) Set 29, for the South Texas Project, Units 1 and 2, license renewal application (LRA).

The telephone conference call was useful in clarifying the staff concerns in the RAI set.

Discussion The applicant and staff agreed to discuss items pertaining to RAIs 3.0.3-1a and 3.0.3-1b at a future date if the applicant has need to do so.

RAIs B2.1.13-2, B2.1.13-3, B2.1.13-5, and B2.1.13-6 were discussed in general and the staff clarified several instances where the additional information or justification was being sought in order to address issues in the Fire Water System components relating to National Fire Protection Association (NFPA) Sections 9.2.6, 9.2.7, 13.2.5, and portions of LR-ISG-2013-01, Aging Management of Loss of Coating or Lining Integrity for Internal Coatings/Linings on In-Scope Piping, Piping Components, Heat Exchangers, and Tanks. RAI B2.1.13-5 was discussed in relation to providing additional clarification or justification for why applicant positions related to inspection criteria in its Buried Piping and Tanks aging management program (AMP) (when cathodic protection systems fail their acceptance criteria) and how soil corrosivity or non-corrosivity was factored in to establishing the number of inspections to be performed.

RAI B2.1.22-6 was discussed in relation to how the AMP will ensure that degradation is not occurring in inaccessible locations of the auxiliary feedwater tank, such as the tank shell and top. The staff agreed to re-visit the applicants response to RAI B2.1.20-5a in this regard and may consider modifying or dropping RAI B2.1.22-6 as a result.

RAI B2.1.22-7 was discussed in relation to whether or not LRA Tables 3.2.2-4, 3.2.2-5, and 3.2.2-6, as amended in the applicants letter of June 3, 2014, currently contain aging management depictions for all of the relevant AMR items. The staff agreed to review this issue and will consider modifying it or dropping it from the list as applicable.

The applicant agreed to take the staffs concerns into account as it prepares its responses to RAI Set 29. The participants agreed that the call was useful in clarifying the RAIs discussed.
