SAFETY EVALUATION REPORT WITH OPEN ITEMS RELATED TO THE LICENSE RENEWAL OF SOUTH TEXAS PROJECT, UNITS 1 AND 2 (TAC NO. ME4936 AND ME4937)
Dear Mr. Powell:
By letter dated October 28, 2010, South Texas Project Nuclear Operating Company (STPNOC or the applicant) submitted a license renewal application (LRA) pursuant to Title 10 of the Code of Federal Regulations Part 54, to renew operating licenses NPF-76 and NPF-80 for South Texas Project (STP), Units 1 and 2, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). The staff determined that the LRA was complete and acceptable for docketing on January 13, 2011.
The staff has reviewed the STP LRA and has developed the enclosed Safety Evaluation Report with Open Items (ADAMS Accession No. ML16271A031 for Volume 1 and ML16271A036 for Volume 2), hereinafter referred to as the Safety Evaluation Report (SER). This SER reflects the status of the staffs review of the LRA to date, requests for additional information (RAIs), and the applicants responses to the staffs RAIs and other questions related to the LRA through June 1, 2016, unless otherwise noted, and identifies one open item in the review.
In its review, the staff has identified one open item that must be resolved before it can make a final determination on the application. The open item pertains to the Selective Leaching of Aluminum Bronze program, is summarized in SER Section 1, and is discussed in detail in SER Section 3.0.3.3.3. The staffs complete review and resolution of the open item will be documented in the final SER.
In accordance with the schedule for completing the review of STPs LRA, the applicant is requested to review the enclosed SER, verify the accuracy applicant information referenced in the SER, and provide technical and editorial comments regarding the SER to the staff within 30 days from the date of this letter. The next milestone for this project is the Advisory Committee on Reactor Safeguards Subcommittee meeting on November 17, 2016.
