5:01.7 All concrete shall be consolidated by vibration, spading, or rodding so that the concrete Is thoroughly worked around the reinforcmnt, embedded items, and into corners of forms, eliminating all air or rock pockets which my cause honeycombing, pitting, or planes of weakness. If vibrators are used, they shall have adequate power and be of high frequency, rugged, and reliable. When iinersed in coocrete, the vibrator shall have a minimm frequency of 7000 rpm. 4:02.2 The location size and detail of fillers shall be as shown on the Drawings.

4:02.3 The expansion joints shall be sealed with a material compatible with the premolded expansion joint filler.

4:03 Water Stops 4:03.1 Water stops shall be polyvinyl chloride water stop of the dumbbell, bulb or serrated type as manufactured by W. R. Grace & Co. or ap-proved equal. The location, size and detail of water stops will be as shown on the Drawings.

4:03.2 Vulcanizing of water stop shall be inspected and &apoved by the Inspector or OWNER. Nailing of water stop shall be free of oil, prevents good seal.

  • " 5: 01 Concrete 5:01.1 Each week the CONTRACTOR shall submit to the ENGINEER a concrete pour schedule. (This schedule will give the ENGINE advance notice so he may check the drawings ahead of time and help eliminate possible problems before pour time.)

The CONTRACTOR shall initiate a concrete pour checkout form to assure that all crafts have completed their work prior to concrete placement.

After the form has been signed by each craft, it shall be given to the TESTING LABORATORY and/or ENGINEER prior to concrete placement.

This form shall be kept as a record for that pour. Each pour shall have a checkout form.

2.11 Inadequate Horizontal Cold joints (R)

Description:==

Special procedures are specified when fresh concrete is to be placed over hardened concrete in a "cold joint". The old concrete surface has to be thoroughly cleaned, roughened and brought to a saturated-surface-dry condition. These steps are required in order to ensure good bond between the hardened concrete and the newly placed concrete. Common practice at the time of original construction was to apply a thin layer of mortar (concrete without the coarse aggregate fraction) directly on the cleaned concrete and place the fresh concrete on top of the mortar bed.

Excessive stresses, debonding and/or cracking are possible if a cold joint has physical properties (strength, stiffness, density) that are not compatible with the rest of the concrete.

Data to be collected and Analyzed:

1. Review original project specifications for cold joint procedures. (FM2.11 Exhibit 2 and 3)
2. Review Non-Conformance Reports (NCRs) for joint related problems. (FM2. 11 Exhibit 1)
3. Perform analysis of pour records. (FM2.11 Exhibit 4)
4. Review photographic records from demolition for joint related issues. (FM2.1 1 Exhibit 5)
5. Review core strength tests for concrete and mortar (FM2.1 1 Exhibit 6)

Verified Refuting Evidence:

a. Original project specifications provided guidance for joint construction. (FM2. 11 exhibits 2 &3 and discussion on next page)
b. One NCR was found for joint issues. (FM2.1 1exhibits 1 and discussion on next page)
c. Pour record analysis confirmed that joints were in compliance with specifications. (FM2.1 1 exhibit 4 and discussion next)
d. Photographic records show the existence of well defined joints. There did not appear to be a problem with debonding or cracking at the joint. (FM2.1 1 exhibit 5)
e. Core tests confirmed that the mortar at the joints had strength properties similar to the bulk of the concrete (FM2.11 Ex 6)

Discussion:

a.Original project specifications provided guidance for joint construction. However, this guidance was unclear with internal contradictions.

FM2.11 Ex 2 is SP-5618 whose section 4:01.2 requires that 'The horizontal joints shall be dampened (but not saturated), then covered with coat of neat cement mortar of similar proportions to the mortar in the concrete. The mortar shall be at least 1/2/2 inch thick... ". However, section 5:01.6 of SP-5618 requires that "...a 1/2 inch layer of neat grout shall be applied before concrete is deposited".

These statement are contradictory as far as the material to be used (Neat cement mortar vs neat grout) and the amount (exactly 1/22 inch vs at least /2 inch).

Based on pour tickets we were able to determine that a mortar composed of sand and cement with w/c ratio of 0.4 was used. The amount of mortar used exceeded the /" specification but met the "at least 1/2/inch" called for. Itappears that six (6) cubic yards of mortar were placed on each joint, bringing the height of the mortar layer to nearly 7.5 inches. Concrete was pumped on top of this layer, resulting in partial mixing, mortar pockets, and non-uniform concrete. It also appears, based on NCR 99 (FM2.11 exhibit 1)that concrete with low slump (1.5") was mixed with the grout (mortar ?) inorder to facilitate pumping, and that this was considered standard construction practice.

b.When reviewing photos taken during the demolition process itis possible to discern a darker band of material along the joint line. That band has varying amount of aggregate and is darker due to the higher cement content at the location. It was not possible to determine from the photos ifthere were any cracks that originated from the band. Measurements indicate that the band varies from 5"to 15" high between the outside face and the liner. This observation confirms the theory that pumping concrete onto the mortar layer cause displacement and "splashing" of the mortar - resulting in non-uniform transition layer between pours.

c.Cores obtained from mortar areas were tested for strength under compressive loading. The three (3) samples averaged 8700 psi, which is about 20% higher than the average concrete core strength.
