Prairie Island Nuclear Generating Plant HAB Drill Conference Call 11/03/09

Purpose

  • Communicate basis for PINGPs decision to cancel the November 3rd HAB Drill
  • Share PINGPs lessons learned and program improvements as a result of the July 24, 2007 HAB Drill

Response to NRC Bulletin 2005-02

  • The following commitments were made in response to NRC Bulletin 2005-02:

- Update EALs IAW guidance in Attachment 2 of BL 2005-02

- Incorporate procedural guidance for accelerated notification of the NRC for imminent threat or attack

- Evaluate onsite protective actions and modify procedures as appropriate

- Revise Emergency Plan to include provisions for drills and exercises using terrorist-based-events. Demonstrate response to a terrorist event at least once during the six-year exercise cycle after July 1, 2009

  • The bulletin also directed that each site perform one hostile action based drill within the three-year period between September 2006 and December 2009.
  • Actions associated with BL 2005-02 commitments were completed and PINGP conducted a Hostile Action Based Drill on July 24, 2007

Performance Results from July 2007 HAB Drill

  • Three NEI 06-04, Rev 0 demonstration criteria not satisfactorily met:

- A.1.2: Demonstrate the interface between the emergency director and the incident commander, including their roles responsibilities and authorities as conditions change.

- B.8.5: Demonstrate the medical emergency response for an event involving multiple casualties.

- L.2.1: Demonstrate the process for coordinating the onsite medical team response.

  • Planned a re-demonstration for November 3, 2009
  • Drill cancelled due to Refueling Outage schedule change

Improvements / Lessons Learned

  • Strengthened Incident Command

- Procedure Upgrades

  • Identified ICP and Staging Area locations
  • Proceduralized Offsite Radiation Protection Officer at Staging Area including dosimetry, KI, and just-in-time training for responders
  • Established positions of Liaison to ICP (Operations, Security, and Radiation Protection)

- Improved Communications Links

  • Communications roadmap
  • Bridge line between CR, ED, EM, and ICP Liaisons
  • Use of ACU 1000 to patch frequencies of responding agencies together

  • Planning meetings - onsite, offsite (local, tribal, state, federal)

  • NIMS modules for Key ERO, PINGP Security, and EP staff

Improvements / Lessons Learned (contd)

  • Extensive Interaction with Offsite Agencies During the Planning Phase

- Planning meetings held in 2007, 2008, and 2009 with representatives from all involved offsite response organizations

- Engaged offsite agencies to improve response and understanding of roles

  • August 25, 2009 Tabletop Drill

- All offsite and onsite facilities fully represented (~150 personnel)

- Computer-generated video to facilitate improved interaction

- Lessons learned from 2007 drill and industry experience emphasized throughout the tabletop

- Enhancement items identified from feedback were incorporated in advance of November drill

Improvements / Lessons Learned (contd)

  • October 15, 2009 Communications Drill

- Tested communications from a number of onsite and offsite response facilities, ICP locations, and staging areas

- Involved mobile command vehicles from city and county (2) agencies

- Tested communications using radio (VHF, 800 MHz, satellite), cell phone, and push to talk devices

  • Tested use of ACU 1000 Unit to patch different frequencies together

- Involved personnel from several areas:

  • Site security, fire brigade, and emergency planning
  • Offsite local fire-fighting, EMS, and law enforcement units from 3 counties in the 2 states.

- Demonstrated capability of onsite and offsite organizations to establish and maintain effective communications

Improvements / Lessons Learned (contd)

  • Strengthened Medical / Mass Casualty Response

- Procedure upgrades for mass casualty triage and search and rescue

- Participation of the hospital, local and state emergency medical response during planning meetings and tabletop drill

- Annual Medical drills which demonstrate the coordination of onsite and offsite medical team response

Other Actions / Lessons Learned

  • Benchmarked industry:

- Observed drills at Monticello and Sequoyah

- Lessons learned from Exelon (including Exelon review of scenario)

- Ongoing communications with NEI

- Improved checklists for offsite notifications and ERO activation

  • Site emergency call-in rollover to TSC and EOF
  • Roadblock credentialing process established
  • Pre-approved initial news releases
  • Facility improvements - review of backup EOF and TSC/OSC mustering point readiness, go bags for liaisons, laptop computers at TSC/OSC mustering point, radiation survey instrument locations identified

Conclusions

  • Issues identified during the 2007 HAB Drill have been addressed through corrective actions and incorporation of industry lessons learned
  • Actions provide reasonable assurance that PINGP ERO and offsite support organizations can satisfactorily respond to a HAB event
  • Re-demonstration will not be conducted, HAB Drills are included in Emergency Plan six-year drill cycle
