Discuss a proposed License Amendment Request (LAR) to develop an Xcel Energy Standard Emergency Plan and to transition to a single Emergency Operations Facility for the Monticello Nuclear Generating Plant (MNGP) and the Prairie Island Nuclear Generating Plants (PINGP).
- Transition to a Standard Emergency Plan (E-Plan) following the NUREG-0654, Revision 2, format.

Designed to address applicable elements of NUREG-0654, Rev. 2 Maintain 60/90-minute augmented ERO response (current licensing basis)
Standardizes positions/titles for the augmented ERO Moves administrative positions to Emergency Plan Implementing Procedures (EPIPs)
Remove references to functions governed under other licensing documents, e.g., Fire Protection Establishes site-specific annexes to the Standard E-Plan Incorporates Xcel Energy corporate emergency plan Onsite EOFs consolidated to a single EOF located in Minneapolis Standard Emergency Plan 5
