Purpose To discuss a proposed exemption for PINGP1 and ISFSI from 10 CFR 50 Appendix E, Sections IV.F.2.b and IV.F.2.c regarding the 2020 biennial EP exercise.

Background===
Last PINGP biennial EP exercise was conducted July 18, 2018.
The PINGP biennial EP exercise was originally scheduled for July 21, 2020 and had been rescheduled for December 1, 2020.

Exemption Elements
Follow the May 14, 2020 and September 2, 2020 NRC guidance
Deferral of the 2020 exercise to be conducted nominally in June 2021 (June 8th).
The exemption submission would request exceeding 35 months
Waiver of ORO participation in this deferred exercise
State of Minnesota
State of Wisconsin
Counties in MN and WI
The subsequent biennial exercise will be conducted in 2022 with ORO participation
Deferral to 2021 would not affect the PINGP 8-year inspection cycle
