Attachment to RA 08-00-72 Page 1 of 3 WOLF CREEK NUCLEAR OPERATING CORPORATION Fitness for Duty Events (FFD) Narrative Report for Period of January 1, 2008 through June 30, 2008 TEST RESULTS Wolf Creek Nuclear Operating Corporation (WCNOC) performs random testing of the workforce at an annual rate of at least 50 percent in accordance with 10 CFR 26.24(a)(2). For the six-month period beginning January 1, 2008, and ending June 30, 2008, random screens were performed at a rate of approximately 25% of the WCNOC population.

WCNOC submitted blind performance specimens in accordance with 10 CFR 26, Appendix A, Section 2.8(e)(2), requirements. There were no reportable events.

WCNOC Employees Two licensee employees tested positive for alcohol on for-cause tests. Unescorted access was terminated and the individuals were denied access.

Contractors During this reporting period, four contractors tested positive for marijuana, one for opiates, one for amphetamines on pre-access tests. Three tested positive for alcohol (two on pre-access and one on a for-cause test). Of these, one individual tested positive for marijuana, opiates and alcohol. All individuals were denied unescorted access.

Summary of Management Actions Both licensee employees appealed their denials. The appeals were reviewed and the decision to deny access was upheld.

Fitness For Duty Program Changes The Nuclear Regulatory Commission (NRC) conducted an inspection during the week of June 9, 2008. No findings of significance were identified in the Fitness For Duty Program. Any observations identified by the NRC were addressed through the corrective action program and applicable actions initiated.

Events Reported in Accordance with 10 CFR 26.73 One licensee employee that tested positive for alcohol was a licensee Supervisor. The appropriate notifications were made to the NRC as required.
