INITIATIVE FOR ELECTRONIC DISTRIBUTION OF CORRESPONDENCE The Office of Nuclear Reactor Regulation (NRR) staff at the U.S. Nuclear Regulatory Commission (NRC) is implementing an initiative that will modify the method of distributing selected categories (such as operating reactor license amendments) of reactor licensing correspondence. Specifically, this initiative involves replacing distribution of paper copies with electronic distribution. As the next step in this initiative, the NRC staff requests that recipients voluntarily provide the information requested in Enclosure 1 by October 29, 2007.

When this initiative is implemented, addressees will continue to receive the original paper-copy correspondence. The distribution of safeguards information, proprietary or security-related information, or other information that is withheld from public disclosure will not be affected by this initiative. The NRC staff will protect your email address from disclosure to others, in order to maintain your privacy. Official Agency Records of correspondence are maintained in the NRCs Agencywide Documents Access and Management System (ADAMS), which are publicly available on the NRCs web page www.nrc.gov.

In order to evaluate the feasibility of electronic distribution, the staff engaged in a pilot program with Exelon Generation Company, LLC (West). The pilot program began July 1, 2007, and ended September 30, 2007. A Federal Register Notice announcing the pilot program was issued on June 28, 2007 (72 FR 35520). Preliminary results from the pilot program were favorable, thus the NRC is taking additional steps to pursue implementation of electronic distribution of correspondence.

During the pilot program, the method used for distribution was electronic mail (email). The email contained an electronic link to ADAMS providing direct access to the correspondence. In addition, licensees received an Adobe Acrobat' (pdf) version of the correspondence.

requests that addressees and those on the plant mailing lists provide an email address that may be used for electronic distribution. It is recommended that organizations consider providing a single email address, possibly based on a position or (e.g., Director, Department of Health). Those who are recipients of correspondence for multiple facilities are requested to indicate all applicable facilities, as shown in Enclosure 1. Enclosure 1 also requests recipients provide feedback on any aspect of this initiative. Finally, this enclosure requests that recipients indicate if they are unable to receive correspondence by email.

Recognizing the potential to provide a more effective and efficient method of distributing correspondence, it is our intent to implement this initiative as soon as practical, possibly as early as January 2008.
