ULNRC04982 ENCLOSURE Special Report The Meteorological Instrumentation Limiting Condition For Operation (LCO) (Section 16.3.3.3 of FSAR) requires the meteorological monitoring instrumentation channels to be operable at all times. With one or more required meteorological monitoring channels inoperable for more than 7 days, LCO Action 'a' requires a Special Report to be submitted to the Commission within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel(s) to an operable status.

On April 8, 2004, with Callaway Plant in Mode I, the Primary Met Tower 10 Meter Aspirator was determined to be inoperable. The Aspirator forces air flow past the temperature sensor and without proper airflow, temperature indication is considered inaccurate and inoperable. As a result the Primary Met Tower 10 Meter Temperature Sensor RDTE500ICA was declared Inoperable which made the FSAR required IOM -

60M Air Temperature DeltaT instrumentation Inoperable. Further investigation indicated that the aspirator operation became suspect on 3/27/04, and the date of failure was considered 3/27/04.

Plans for restoration to Operable status:

A station Work Request was generated on 4/8/04 to correct the Inoperability situation.

On 4/10/04, the faulty Aspirator fan was replaced and a retest of the aspirator and temperature circuitry was successfully performed. At 1651, 4/10/04, the Primary Met Tower 10 Meter aspirator and Primary Met Tower 10 Meter temperature sensor were declared Operable.

Cause of the malfunction:

Observations of the faulted fan indicate that the fan bearing are degraded and that the damage is due to normal wear.
