SUMMARY

OF THE OCTOBER 30, 2002, PALISADES PUBLIC MEETING

Dear Mr. Cooper:

On October 30, 2002, the Nuclear Regulatory Commission (NRC) held a public meeting at the Region III office in Lisle, Illinois. The meeting was held to discuss performance at the Palisades plant. Discussions were held between you and your staff, and NRC staff and management regarding Palisades Excellence Plan implementation, equipment reliability improvement initiatives, human-performance improvement initiatives, and corrective action program implementation. Enclosure 1 is a list of attendees for the meeting, and Enclosure 2 is a copy of the slides used by your staff during the meeting.

The meeting consisted of detailed presentations by you and your staff on the current performance of Palisades. You started the meeting by presenting an overview of the Palisades Excellence Plan, including a description of performance measures that you are using to assess progress. You stated that Palisades performance has improved but has not yet reached the standards prescribed in the Excellence Plan. Mr. Dan J. Malone, Plant General Manager then provided a summary of current Palisades plant performance including the improving trend in the occurrence of human performance related Licensee Event Reports in the previous 12 months, current equipment challenges, and maintenance and training improvement initiatives. Mr. Paul Harden, Director of Engineering, then described actions being taken to improve performance in engineering, including defining engineering standards and expectations, providing training to engineers on the performance of structured engineering reviews, and initiatives being taken to

D. Cooper improve supervisory performance. During the above presentation, the NRC staff and your staff discussed specific attributes of your improvement initiatives. The meeting closed with a discussion of the current status of security at the Palisades plant, including recent issues, and actions being taken to maintain site security at the appropriate level.
