SUMMARY
OF OCTOBER 9, 2013, PRE-APPLICATION TELECONFERENCE MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC., TO DISCUSS A FORTHCOMING PALISADES EQUIVALENT MARGIN ANALYSIS SUBMITTAL (TAC NO. MF2744)
On October 9, 2013, a Category 1 public teleconference meeting was heid between the U.S.
Nuclear Regulatory Commission (NRC) and representatives of Entergy Nuclear Operations, Inc.
(ENO), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
The purpose of the meeting was to discuss a forthcoming Equivalent Margin Analysis (EMA) submittal at Palisades Nuclear Plant (PNP). A list of attendees is provided as Enclosure 1.
Prior to the meeting, the licensee had submitted the slides for their presentation entitled "NRC and Palisades Pre-Submittar Conference, Appendix G Equivalent Margin Analysis Submittal" dated October 9, 2013 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML13262A449). During the meeting, the licensee's presentation provided an overview of the EMA project at Palisades. The licensee discussed with the NRC staff, the overview of the Palisades plant EMA, the current condition of the reactor vessel, and Palisades'
- commitment to meet the three year timeline required for the project.
The licensee plans to submit the license amendment request by November 2013. The NRC staff provided the licensee necessary information required for the acceptance review and the goal of minimizing the need for requesting additional information. The licensee adequately responded to the staff's questions and provided the necessary information and clarifications.
