NRC Question / Statement:

"The licensee's submittal includes acronyms or abbreviations that refer to non-standard, or specialized, nondestructive evaluation (NDE) techniques that they intend to employ during weld examinations. These abbreviations are not introduced prior to their usage.

For example, Attachment 2, Class 1 Exam Limitations. Page 1 of 9, of the licensee's submittal, includes a reference to "M-UT", in the " Code Req. NDE" column. This abbreviation is not defined. Please define all non-standard acronyms in the submittal".

Attachment 2 of this letter contains Appendix A," Abbreviations and System Acronyms" to the Hope Creek Generating Station Second Interval 10-Year Inservice Inspection Program Long Term Plan, dated January 22,1998. This appendix defines the acronyms used in the relief request submittal.

NRC Question / Statement:

"Each relief request must identify the welds that are covered, the applicable ASME Code requirement from which relief is requested, the basis for requesting relief, and the proposed alternative. The licensee's proposal does not provide adequate information to support the determination that the Code requirements are impractical and that other methods might not reasonably increase the examination coverage, volumetric and/or surface as applicable, of the subject welds. For example, on page 2 of 9 in Attachment 2 of the licensee's submittal, the limitation discussion for meridional seam weld, RPV1-W16-2, states that the reduced volumetric coverage is "due to the location of the vessel support skirt." This discussion does not provide an adequate description of the physical limitation or indicate whether other techniques such as different interrogation angles, could have practically increased the coverage. Similar issues exist with other welds identified in Attachments 2,3, and 4 for RR-B1, RR-C1, and RR-D1. Provide a technical basis for each weld, detailing the examination limitation, and discuss whether other examinations may be used to increase or supplement the limited examinations" PSE&G Response:

The following attachments to this letter provide clarification of Relief Requests RR-B1, RR-C1, and RR-D1 by providing more detailed descriptions of the limitations and the basis for relief and by providing associated drawings depicting the physicallimitations as applicable:

"In RR-B3, the licensee is requesting relief on the disassembly of pumps and valves for

' the sole purpose of inspecting the internal surfac.es. Later Codes have changed this

! requirement to "only when disassembled", and generally, the staff concurs with this later l

clarification. However, the licensee is requesting relief under 10CFR50.55a(g)(5)(iv),

which is the referenced for impracticality. Disassembly of components is not  ;

considered an impracticality. The licensee should reconsider which portion of CFR is '

used for this request and provide an appropriate basis for relief".

BASIS FOR RELIEF:

i Pursuant to 10CFR50.55a (p)(5)(iv), reliefis requested from performing the inservice examination for tha inaccessible portions of the examination areas identified in this attachment.

For each of the subject examination areas, geometric configuration and permanent  !

obstructions affect the ability to obtain complete Code coverage. The prevailing limitations and the specific reliefs for each weld are noted in this attachment along with the individual weld numbers, the estimated areas of coverage, and the bases for the limitation.

Tim subject welds received volumetric examination by radiography and/or surface I examinations during fabrication in accordance with ASME Section ill requirements.

These examinations provided adequate assurance of the structuralintegrity of the welds prior to plant operation.

ALTERNATIVE EXAMINATION:

Alternative examinations were considered for each exam area where a limitation exists; however, no attemate examinations were considered to be appropriate.

The system pressure tests conducted on the Class 1 pressure boundaries l h provides an acceptable level of assurance of system integrity and plant safety.

BASIS FOR RELIEF: ' Pursuant to 10CFR50.55a(g)(5)(iv), relief is requested from performing the inservice examination for the inaccessible portions of the examination areas identified in this attachment. l For each of the subject examination areas, geometric configuration and permanent obstructions affect the ability to obtain complete Code coverage. The prevailing limitations and the specific reliefs for each weld are note. in this attachment along with the individual weld numbers, the estimated areas of coverage, and the bases for the limitation. l BASIS FOR RELIEF: I 1 l Pursuant to 10CFR50.55a(g)(4)(iv), relief is requested on the basis of later editions of the Code (ASME Section XI,1989 Edition) have been accepted by reference to 10CFR50.55a(b).- The requirement to disassemble primary system pumps and valves for the sole purpose of performing a visual examination of the intemal pressure boundary surfaces has only a very small potential of increasing plant safety margins and a i very disproportionate impact on expenditures of plant man power, resources, and radiation exposure. The performance of both carbon and stainless steel cast pump casings and valve bouies has been excellent in BWR applications. Based on this experience in the industry and regulatory acceptance of these alloys, continued excellent service performance is anticipated. l A more practical approach, that would provide an equivalent sampling program and l significantly reduce radiation exposure to plant personnel, is to examine the intemal pressure boundary of only those pumps and valves that require disassembly for. maintenance purposes. This would continue to provide a reasonable sampling of the primary system pumps and valves and give adequate assurance that the integrity of these components is being maintained. This approach is supported by
