Description (Executive Summary)

The ability for several Emergency Response Organization (ERO) positions to complete their annual or biennial requalification training by participating in an Emergency Preparedness (EP) drill or exercise was removed. The ERO positions affected and the items removed from the EP Training Program Description (TPD) are evaluated below.

QF-1020-03 Revision 4 (FP-T-SAT-20) Page 2 of 55 Training Program Description MT-BEP (Emergency Plan Training Program Description) Rev. 19 1.0 PURPOSE 1.1 The purpose of the Emergency Plan training program description is to establish the requirements for initial and continuing training. Training provides participants with the knowledge and skills needed to perform their job assignments, provides them with knowledge regarding the unique safety challenges that arise during emergency events, and helps them become proficient in their roles. The qualification part of the program provides a level of assurance that individuals have the capabilities needed to perform various emergency response job assignments. The training part of the program described in these guidelines includes orientation, position-specific training, and continuing training.

1.2 The program is designed to train ERO personnel to provide a coordinated ERO response during an emergency condition in order to maintain the health and safety of the general public and Monticello site personnel.

2.0 DEFINITIONS 2.1 ERO 2.1.1 All Monticello employees are responsible for event mitigation during emergency complying with EPLAN and associated Emergency Planning Implementing Procedures (EPIPs).

2.2 Key ERO Personnel 2.2.1 Personnel that perform significant functions during event.

Significant functions affect NRC Performance Indicators and include Command and Control, Emergency Action Level Classifications, Dose Assessment, Protective Action Recommendations, and Notifications. Key ERO Positions that have an impact on NRC Performance Indicators:

2.5 Drill 2.5.1 A supervised event conducted in a work environment for the purpose of developing and maintaining skills required for coping with plant normal, abnormal, and emergency conditions. A drill may include an evaluation and/or practice. Coaching and training are allowed as long as it does NOT affect DEP.

2.6 Exercise 2.6.1 A supervised event conducted in a work environment for the purpose of evaluating skills required for coping with plant normal, abnormal, and emergency conditions. Coaching and training is NOT allowed during exercises.

2.7 Table Top Drill 2.7.1 A structured session where individuals systematically talk through their ERO tasks usually in the order performed. Procedures should be followed and applicable forms should be completed based upon scenario requirements.

2.8 Mentor 2.8.1 Designated by site management and qualified per FP-T-SAT-41 (OJT/TPE/Mentoring).

3.0 REQUIREMENTS 3.1 ERO Qualifications The goal is to have several people qualified to fill each position 3.1.1 Some positions are filled based on organizational chart. ERO curricula are added to LMS as per LMS job position, EP Steering Committee assignments and/or org chart placement.

3.1.2 Learning Management System (LMS) tracks ERO qualification status.

3.2 Eligibility Requirements (Prerequisites) 3.2.1 EP Steering Committee or designee selects candidates for Emergency Response Organization positions.

3.2.2 Pre-requisites are listed in attachments for each specific position.

QF-1020-03 Revision 4 (FP-T-SAT-20) Page 4 of 55 Training Program Description MT-BEP (Emergency Plan Training Program Description) Rev. 19 3.3 Initial Training 3.3.1 The goal of initial training is to qualify ERO members to satisfactorily perform their assigned ERO position in order to protect the health and safety of the public during an emergency event.

3.3.2 Overview training for Emergency Plan Training is covered in the Orientation (MT-BEP-ORT-001F) computer based training module for all individuals that hold ERO positions.

3.3.2.1 Orientation covers following topics:

purpose of the emergency plan and the ERO ERO description and hierarchy emergency action level awareness facility activation transfer of duties during an emergency termination/recovery classification and notification activities assembly, accountability, and evacuation radiological consequences differences from normal plant processes such as emergency work control versus standard work control emergency-response-related equipment federal, state, and county emergency response protective action recommendations and protective action for on-site personnel emergency response facilities overview plant data system operation ERO administration (status boards, turnover/relief, briefings, and critiques)

ERO expectations 3.3.2.2 EP staff will periodically review Orientation content.

QF-1020-03 Revision 4 (FP-T-SAT-20) Page 5 of 55 Training Program Description MT-BEP (Emergency Plan Training Program Description) Rev. 19 3.3.3 Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, directed the development and administration of the National Incident Management System (NIMS). Originally issued on March 1, 2004, by the Department of Homeland Security (DHS), NIMS provides a consistent nationwide template to enable Federal, State, tribal, and local governments, nongovernmental organizations (NGOs), and private sector to work together to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity.

3.3.3.1 Xcel Energy is private sector which may request assistance from governmental agencies. To accomplish that we follow Federal Emergency Management Agencys (FEMA) Emergency Management Institutes directions for lessons. This is covered by lesson plan MT-BEP-NIM-001L.

3.3.4 Initial Training for Operations Personnel 3.3.4.1 Initial training for Operations personnel is covered by Operations Initial Training program MT-ILT and M-8400.

3.3.5 Initial qualification will be granted upon completion of the following:

3.3.5.1 Completion of applicable training requirements as outlined in attachments for specific positions after completing required training items in Attachment for specific ERO position.

3.3.5.2 Due to large number of Emergency Plan Implementing Procedures (EPIPs) that are part of some ERO position initial training requirements the following is recommended:

Provide persons who will be attending initial training a list of Lesson Plans and EPIPs prior to training. Encourage participants to pre-read the EPIPs to facilitate better learning during class.

3.3.5.3 Completion of a position specific performance evaluation or mentoring guide as applicable for ERO personnel.

3.3.5.4 Qualifications of ERO personnel are based on satisfactory evaluation of applicable knowledge and skills. Evaluation methods should reflect the performance requirements of the positions and may include written exams, mentoring guides, exercises, activities, oral boards, and individual task performance evaluations.

3.3.5.5 Qualifications for each job performance requirement are documented.

3.3.6 Table Top Drills:

3.3.6.1 Table Top Drills may be scheduled as needed for training and qualification purposes.

3.3.6.2 If scheduled, ERO responders will be notified if requested to participate.

3.3.7 Training for Hospital ER staff and Ambulance crews is controlled by FG-EP-WI-28, Hospital Emergency Room Staff and Ambulance Crew Training. Training for local fire department is controlled by 4 AWI-08.01.01, Fire Prevention Practices.

3.4 Exemptions 3.4.1 Exemptions granted for equivalent training or demonstrated job knowledge SHALL be completed in accordance with FP-T-SAT-40 (Implementation Phase) and completion of QF-1040-03 (Exemption and Equivalent Qualification Process Form).

3.4.2 Qualification may be granted using the equivalent qualification process as described in FP-T-SAT-41 (OJT/TPE/Mentoring) and completion of QF-1040-03 (Exemption And Equivalent Qualification Process Form).

3.5 Continuing/Requalification Training 3.5.1 Continuing training in technical and administrative topics maintains and improves ERO personnel job performance and develops a broad scope and depth of position-specific knowledge and skills. In addition, continuing training keeps emergency response personnel current with respect to procedure changes, operating experience, and technical advances associated with their job functions.

3.5.1.1 Continuing training items are identified in position specific Attachments.

3.5.1.2 Continuing training should be based on performance and need, rather than a specific number of training hours.

3.5.2 Continuing training is periodically provided.

3.5.2.1 EP Curricula Review Committee (CRC) will identify training needs, the target audience, the training environment and periodicity.

3.5.2.2 Topics selected for continuing training are reviewed for inclusion in the initial training program.

3.5.3 EP instructor will review FEMAs NIMS 5 year training plan (National Integration Center, Incident Management Systems Integration Division) on a yearly basis to evaluate:

3.5.3.1 New courses 3.5.3.2 Revised courses 3.5.3.3 Changes to qualification requirement 3.5.4 EP Curriculum Review Committee (CRC) will be conducted per FP-T-SAT-60 (SAT Overview).

3.6 Standards 3.6.1 The ERO training program is managed per the Fleet SAT Procedures with a graded approach used as provided for by INPO 09-006.

3.6.2 Satisfactory completion of written examinations is demonstrated by a passing grade of 80% or greater or per vendors standard.

Example: FEMA may allow 70% as passing.

3.6.3 Risk Significant Planning Standard tasks (i.e. classifications, notifications, protective action recommendations) must be 100%

accurate and timely.

3.7 Remediation 3.7.1 Qualification revocation and remediation training will be handled as follows:

3.7.1.1 No remediation documentation is required after the first failure of a knowledge evaluation that is taken with the Learning Management System. The first failure of a knowledge evaluation will result in trainee remediation prior to taking a second evaluation through reviewing the missed exam questions and/or having access to review the applicable section or the entire CBT. After the second failure of the same material, remediation documentation SHALL be completed in accordance with Xcel Energy Nuclear training procedure, FP-T-SAT-40 (Implementation Phase) and completion of QF-1040-04 (Remediation Training Form) for second and any subsequent consecutive knowledge evaluation failures.

QF-1020-03 Revision 4 (FP-T-SAT-20) Page 8 of 55 Training Program Description MT-BEP (Emergency Plan Training Program Description) Rev. 19 3.7.1.2 For non-CBT failures, remediation documentation SHALL be completed in accordance with Xcel Energy Nuclear training procedure, FP-T-SAT-40 (Implementation Phase) and completion of QF-1040-04 (Remediation Training Form) 3.7.2 ERO members who fail to successfully complete drill/exercise risk significant planning standard tasks (i.e., classification, notification, and protective action recommendations) will be addressed per FG-EP-WI-14 (Emergency Preparedness Drill and Exercise Manual).

3.8 ERO Subject Matter Experts (SME) (CAP01294663) 3.8.1 Purpose 3.8.1.1 Persons (by ERO position) are being designated as ERO SMEs to perform the following:

3.8.1.1.1 Add additional persons to the EP CRC (explained below) to allow the CRC to make better decisions pertinent to the whole ERO.

3.8.1.1.2 Set and maintain performance expectations and standards for the facilities/groups.

3.8.1.1.3 Ensure practice opportunities and training are provided for their assigned facility/group that will strengthen identified weak areas.

3.8.2 Additional CRC membership 3.8.2.1 FP-T-SAT-60 (SAT Overview) requires that at least one job incumbent is required to meet quorum for a CRC. Due to the large number of positions in the ERO that are covered by this training program it was determined that a more effective CRC could be conducted if more ERO positions were represented at the CRC.

3.8.2.2 The additional CRC attendees will be the ERO SMEs as listed below.

3.8.2.3 The ERO SMEs are designated by the appropriate manager and the EP Manager.

3.8.2.4 To meet minimum quorum the chair, training representative and at least three incumbents must be present at the CRC.

By using MT-BEP% (percent sign is a wildcard indicator) in the root qualification field when running the report as shown below, all ERO curricula for positions that have been assigned to individuals will show up on the report.

The percent sign (%) is used as a wildcard to search for all assigned ERO positions.

The student field defaults to ALL. To run the report for just one individual, type in the persons ID number.

To narrow the search to only a specific ERO position, a specific criteria may be entered.

Training provides participants with the knowledge and skills needed to perform their job assignments, provides them with knowledge regarding the unique safety challenges that arise during emergency events, and helps them become proficient in their roles. The qualification part of the program provides a level of assurance that individuals have the capabilities needed to perform various emergency response job assignments. The training part of the program described in these guidelines includes orientation, position-specific training, and continuing training.

1.2 The program is designed to train ERO personnel to provide a coordinated ERO response during an emergency condition in order to maintain the health and safety of the general public and Monticello site personnel.

2.0 DEFINITIONS 2.1 ERO 2.1.1 All Monticello employees are responsible for event mitigation during emergency complying with EPLAN and associated Emergency Planning Implementing Procedures (EPIPs).

2.2 Key ERO Personnel 2.2.1 Personnel that perform significant functions during event.

Significant functions affect NRC Performance Indicators and include Command and Control, Emergency Action Level Classifications, Dose Assessment, Protective Action Recommendations, and Notifications. Key ERO Positions that have an impact on NRC Performance Indicators:

2.5 Drill 2.5.1 A supervised event conducted in a work environment for the purpose of developing and maintaining skills required for coping with plant normal, abnormal, and emergency conditions. A drill may include an evaluation and/or practice. Coaching and training are allowed as long as it does NOT affect DEP.

2.6 Exercise 2.6.1 A supervised event conducted in a work environment for the purpose of evaluating skills required for coping with plant normal, abnormal, and emergency conditions. Coaching and training is NOT allowed during exercises.

2.7 Table Top Drill 2.7.1 A structured session where individuals systematically talk through their ERO tasks usually in the order performed. Procedures should be followed and applicable forms should be completed based upon scenario requirements.

2.8 Mentor 2.8.1 Designated by site management and qualified per FP-T-SAT-41 (OJT/TPE/Mentoring).

3.0 REQUIREMENTS 3.1 ERO Qualifications The goal is to have several people qualified to fill each position 3.1.1 Some positions are filled based on organizational chart. ERO curricula are added to LMS as per LMS job position, EP Steering Committee assignments and/or org chart placement.

3.1.2 Learning Management System (LMS) tracks ERO qualification status.

3.2 Eligibility Requirements (Prerequisites) 3.2.1 EP Steering Committee or designee selects candidates for Emergency Response Organization positions.

3.2.2 Pre-requisites are listed in attachments for each specific position.

3.3.2 Overview training for Emergency Plan Training is covered in the Orientation (MT-BEP-ORT-001F) computer based training module for all individuals that hold ERO positions.

3.3.2.1 Orientation covers following topics:

Originally issued on March 1, 2004, by the Department of Homeland Security (DHS), NIMS provides a consistent nationwide template to enable Federal, State, tribal, and local governments, nongovernmental organizations (NGOs), and private sector to work together to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity.

3.3.3.1 Xcel Energy is private sector which may request assistance from governmental agencies. To accomplish that we follow Federal Emergency Management Agencys (FEMA) Emergency Management Institutes directions for lessons. This is covered by lesson plan MT-BEP-NIM-001L.

3.3.4 Initial Training for Operations Personnel 3.3.4.1 Initial training for Operations personnel is covered by Operations Initial Training program MT-ILT and M-8400.

3.3.5 Initial qualification will be granted upon completion of the following:

3.3.5.1 Completion of applicable training requirements as outlined in attachments for specific positions after completing required training items in Attachment for specific ERO position.

3.3.5.2 Due to large number of Emergency Plan Implementing Procedures (EPIPs) that are part of some ERO position initial training requirements the following is recommended:

Provide persons who will be attending initial training a list of Lesson Plans and EPIPs prior to training. Encourage participants to pre-read the EPIPs to facilitate better learning during class.

3.3.5.3 Completion of a position specific performance evaluation or mentoring guide as applicable for ERO personnel.

3.3.5.4 Qualifications of ERO personnel are based on satisfactory evaluation of applicable knowledge and skills. Evaluation methods should reflect the performance requirements of the positions and may include written exams, mentoring guides, exercises, activities, oral boards, and individual task performance evaluations.

3.3.5.5 Qualifications for each job performance requirement are documented.

3.3.6 Table Top Drills:

3.3.6.1 Table Top Drills may be scheduled as needed for training and qualification purposes.

3.3.6.2 If scheduled, ERO responders will be notified if requested to participate.

3.3.7 Training for Hospital ER staff and Ambulance crews is controlled by FG-EP-WI-28, Hospital Emergency Room Staff and Ambulance Crew Training. Training for local fire department is controlled by 4 AWI-08.01.01, Fire Prevention Practices.

3.4 Exemptions 3.4.1 Exemptions granted for equivalent training or demonstrated job knowledge SHALL be completed in accordance with FP-T-SAT-40 (Implementation Phase) and completion of QF-1040-03 (Exemption and Equivalent Qualification Process Form).

3.4.2 Qualification may be granted using the equivalent qualification process as described in FP-T-SAT-41 (OJT/TPE/Mentoring) and completion of QF-1040-03 (Exemption And Equivalent Qualification Process Form).

3.5 Continuing/Requalification Training 3.5.1 Continuing training in technical and administrative topics maintains and improves ERO personnel job performance and develops a broad scope and depth of position-specific knowledge and skills. In addition, continuing training keeps emergency response personnel current with respect to procedure changes, operating experience, and technical advances associated with their job functions.

3.5.1.1 Continuing training items are identified in position specific Attachments.

3.5.1.2 Continuing training should be based on performance and need, rather than a specific number of training hours.

3.5.2 Continuing training is periodically provided.

3.5.2.1 EP Curricula Review Committee (CRC) will identify training needs, the target audience, the training environment and periodicity.

3.5.2.2 Topics selected for continuing training are reviewed for inclusion in the initial training program.

3.6 Standards 3.6.1 The ERO training program is managed per the Fleet SAT Procedures with a graded approach used as provided for by INPO 09-006.

3.6.2 Satisfactory completion of written examinations is demonstrated by a passing grade of 80% or greater or per vendors standard.

Example: FEMA may allow 70% as passing.

3.6.3 Risk Significant Planning Standard tasks (i.e. classifications, notifications, protective action recommendations) must be 100%

accurate and timely.

3.7 Remediation 3.7.1 Qualification revocation and remediation training will be handled as follows:

3.7.1.1 No remediation documentation is required after the first failure of a knowledge evaluation that is taken with the Learning Management System. The first failure of a knowledge evaluation will result in trainee remediation prior to taking a second evaluation through reviewing the missed exam questions and/or having access to review the applicable section or the entire CBT. After the second failure of the same material, remediation documentation SHALL be completed in accordance with Xcel Energy Nuclear training procedure, FP-T-SAT-40 (Implementation Phase) and completion of QF-1040-04 (Remediation Training Form) for second and any subsequent consecutive knowledge evaluation failures.

3.8 ERO Subject Matter Experts (SME) (CAP01294663) 3.8.1 Purpose 3.8.1.1 Persons (by ERO position) are being designated as ERO SMEs to perform the following:

3.8.1.1.1 Add additional persons to the EP CRC (explained below) to allow the CRC to make better decisions pertinent to the whole ERO.

3.8.1.1.2 Set and maintain performance expectations and standards for the facilities/groups.

3.8.1.1.3 Ensure practice opportunities and training are provided for their assigned facility/group that will strengthen identified weak areas.

3.8.2 Additional CRC membership 3.8.2.1 FP-T-SAT-60 (SAT Overview) requires that at least one job incumbent is required to meet quorum for a CRC. Due to the large number of positions in the ERO that are covered by this training program it was determined that a more effective CRC could be conducted if more ERO positions were represented at the CRC.

3.8.2.2 The additional CRC attendees will be the ERO SMEs as listed below.

3.8.2.3 The ERO SMEs are designated by the appropriate manager and the EP Manager.

3.8.2.4 To meet minimum quorum the chair, training representative and at least three incumbents must be present at the CRC.

This qualification report can be generated online and is to be utilized for verification of an individuals qualifications. By using MT-BEP% (percent sign is a wildcard indicator) in the root qualification field when running the report as shown below, all ERO curricula for positions that have been assigned to individuals will show up on the report.

The percent sign (%) is used as a wildcard to search for all assigned ERO positions.

The student field defaults to ALL. To run the report for just one individual, type in the persons ID number.

To narrow the search to only a specific ERO position, a specific criteria may be entered.

For example, instead of entering MT-BEP% in the qualification field, an individual may enter MT-BEP-EMR to show only Emergency Managers.
