1.0 PURPOSE ilk This procedure provides instruction for implementing an emergency evacuation of affected areas within the plant and adja'cent lreas on'-site. These instrdctions may also be applied to evacuations related to other hazards affecting habitability such as fire, toxic gas, radioactive spills, etc., but are limited to only evacuations occurring within the Monticello Nuclear Generating Plant site boundaries. This procedure satisfies NRC commitment M85011 A.

2.0 APPLICABILITY 2.1 Hazardous conditions exist (not withstanding an emergency classification) which requires a local or plant evacuation of affected areas, or, 2.2 A Site Area or General Emergency classificatiorn has been declared which requires a plant or site evacuation.

3.0 ORGANIZATION AND RESPONSIBILITIES ,

3.1 The Emergency Director (duty Shift Marader until relieved) [s'responsible for:

3.1.1 Decision to conduct a plan-rsit6e evacuation.

3.1.2 Implementation of this procedure 'When the TSC is not fully staffed and activated.

3.2 The Security Group Leader is responsible for:

3.2.1 The implementation of this procedure after the TSC is staffed and activated.

3.2.2 Coordination of personnel accountability process in accordance with A.2-205 (PERSONNEL ACCOUNTABILITY).

3.2.3 Provide Security Force assistance at the on-site Assembly Point.

3.2.4 Coordination of traffic control and issuance of evacuation instruction maps to evacuees departing the plant site.

3.3 The Radiological Emergency Coordinator is responsible for:

3.3.1 Control of access to evacuated areas.

3.3.2 Provide Rad Prot Spec assistance at the on-site and off-site Assembly Point(s).

3.3.3 Coordination of on-site personnel monitoring and decon.

3.3.5 Coordinate the movement (of evacuees from the site to an off-site Assembly Point) With local authorities (county EOC).

4.0 DISCUSSION " ,

There are three types of evacuations that may be implemented during an emergency at the MNGP. They are Local, Plant, and Site Evacuation and all are intended to minimize or prevent personnel injury, exposure or contamination.

During a local evabuation, personnel evacuate the affected area (e.g.,'a room, building, etc.) and personnel accountability would occur at a location outside the affected area (usually Main Access Control).

A plant evacuation involves personnel evacuating all buildings within the Protected Area except the Control Room, TSC, OSC, AccessControl, SAS and the Guardhouse. Evacuating personnel are directed, by plant PA announcement to

-,assembly at the on-site Assembly-Point where personnel accountability and monitoring would be performed. Upon completion of the accountability process, search and rescue may be implemented for any personnel that remain unaccounted

,for. The evacuees at the Assembly-Point rmay be directed to either: 1) return to their work stations, or 2) go home (ifa,contaminating event is'not occurring), or 3) proceed to an off-site Assembly Point fodr pers6nnol and vehicle monitoring and decon (ifa contaminating event is occurring).. When evacuees at the Assembly Point are sent home or to an off-site Assembly Point thle'Security Force coordinates an evacuation of the remaining site buildings outside the Protected Area within the Owner-Controlled Area. .

In the event of Site Evacuation, personnel evacuate the site directly to an off-site Assembly point where peesonnel and vehicle monitoring is performed.' During the site evacuation the Security Force *coordinates the evacuation of all site buildings outside the Protected Area within the Owner-Controlled Area.

5.0 PRECAUTIONS 5.1 ALARA principles SHALL be adhered to prior to initiating an evacuation.

Considerations should begiven to 1) radiological conditions at the Assembly Points, on-site and along evacuation routes; and 2) whether these conditions can be mitigated prior to personnel receiving significant exposure.

5.2 Plant or Site evacuations should be initiated either before or after the passage of a release, ,and ev~cuatioi routes should be chosen such that personnel

  • travel away from the path of the plume.

5.3 Ifpersonnel are injured, refer to Procedure'A.5-1 00 (ON-SITE MEDICAL EMERGENCIES).

.. to If a person is suspected of receiving a significant dose refer EPIP A.2-401 (EMERGENCY EXPOSURE CONTROL).

The monitoring of personnel and vehicles should be terminated (or not implemented) if monitoring may increase the hazard to personnel.

5.5 If conditions permit, personnel and vehicle monitoring should be conducted at one or more of the on-site or off-site Assembly Points. The selection of monitoring locations other than the designatbd Assembly Point should be based on ALARA considerations.

6.0 INSTRUCTIONS 6.1 Local Evacuation 6.1.1 Initiate a local evacuation of the affected area(s) if any of the following criteria is met:

A. A report of a fire or excessivesmoke.

B. Alarms/indications or,visual observations indicate hazardous conditions in an area of the plant.

C. Report of a significant'unexplamend increase in the level of radiation or airborhe a6tivity Ii-a wbrk area.

D. Report of a major radioactive spill.

E. Other unusual conditions which may jeopardize the health and safety of personnel on-site.

NOTE: A Local Evacuation may be initiated by personnel in the affected area in response to observed conditions, instrument indications or locally alarming radiation monitors.

6.1.2 Direct the Control Room to make the following announcement including any specific evacuation instructions over the plant's Public Address System (using PA access 305). Repeat the PA announcement as necessary to ensure all plant personnel are informed.

"ATTENTION ALL PERSONNEL, THERE IS A specify hazardl IN THE (specify area). ALL PERSONNEL SHOULD EVACUATE THE (specify area) AND STAY CLEAR OF THE (specify area)."

6.1.3 Initiate Form 5790-301 -01 (EMERGENCY EVACUATION CHECKLIST).

6.1.4 Assess the affected area to assure all personnel have exited the area by completing or directing a brief search of the area if necessary.

  • Direct the Radiation Protection Group to assume control of entries to "the-effected area*f0r exposure control purposes.

NOTE: When the hazardous conditions have cleared, allow normal access to the area or establish appropriate access control measures for restricted entries.

6.1.6 Complete Form 5790-301 -01 (EMERGENCY EVACUATION CHECKLIST):. 1 -"

6.2 Plant Evacuation ,

NOTE: The checklist used with this procedure SHOULD be completed, although the completion of the checklists SHALL NOT delay evacuation.

6.2.1 ,- Initiate Form 5790--301 -01lI (EMERGENCY EVACUATION CHECKLIST).

6.2.2 .'If not already designated; direct the engineering group leader to assign "anAssembly Point Coordinator and direct the coordinator to implement

- procedure A.2-302 (ACTIVATION OF THE ASSEMBLY POINT) if not already !mplemented.

-* 6.2.3 ,Direct the R adiological Emergency Coordinator to provide personnel (1 Rad Prot Sp-ec hip'mum)'for monitoring and assistance at the Assemibly Point..',

-6.2.4, Implement the applicable section of procedure A.2-205 (PERSONNEL

--ACCOUNTABILITY).

NOTE: The accountability process should be completed within 30 minutes of the evacuation announcement.

NOTE: In case of station blackout,'evacuation siren operation should be limited to

<1 minute of opeiation to conserve battery capa6ity.

6.2.5 Direct theControl Room'to activate the evacuation siren and make the

, ' following announcement on the'site'Public'Address System using PA access 305. Repeat'the PA announcement at least 3 times to ensure all personnel hear the evacuation instructions.

. "ATTENTION, ALL PLANTPERSONNEL.: THIS IS A PLANT "EVACUATION. ALL MEMBERS OF THE EMERGENCY S*-- RESPONSE ORGANIZATION REPORT TO YOUR DUTY

- STATIONS. ALL*OTHER'PERSONNEL OBTAIN PERSONAL VEHICLE KEYS (IF CONVENIENT) AND PROCEED IMMEDIATELY TO THE ON-SITE ASSEMBLY POINT."

6.2.6 Ensure evacuation of the following areas where the PA system and plant evacuation siren are inaudible:

A. 3rd Floor Admin Heating and Ventilation Room B. Radwaste Shipping Building, 6.2.7 Direct the Radiological Emergency Coordinator to assume control of access to the affected area(s) for exposure control purposes and to implement procedures A.2-407 (PERSONNEL AND VEHICLE MONITORING AND DECONTAMINATION), A.2-201' (ON-SITE PROTECTIVE ACTION).

6.2.8 Immediately upon completion of the, accountability process determine if any personnel remain unaccounted for or are missing. If.so, immediately implement search and rescue lAW EPIP A.2-303 (SEARCH AND RESCUE).

6.2.9 When the personnel accountability process is complete direct the REC '_,

to coordinate the removal of:norf-essential, personnel from the site lAW the following criteria:

A. If no contaminating event (e.g., radioactive airborne release, etc.)

has occurred or is occurring the evacuees may be unconditionally released (e.g., proceed home, etc.).

B. If a contaminating event is occurring or has occurred at the time the evacuees are released, they should be instructed to proceed directly to an off-site Assembly Point for vehicle monitoring.

NOTE: The evacuation of personnel off-site should be coordinated with the EOF if activated. The REC (TSC) and the RPSS (EOF) should determine, based on staffing and other activities in progress, which response center will coordinate the evacuation.

C. Ifa contaminating event is occurring or has occurred, direct the Assembly Point Coordinator and Rad Prot Spec assigned to the on-site assembly point to obtain the necessary equipment lAW A.2-407 and lead the procession of evacuating personnel to the off-site assembly point for monitoring.

6.2.10 Direct the REC to inform the local authorities (county Sheriff or county EOC if activated) of the off-site Assembly Point location and evacuation route used by site evacuees. Verify the route is permissible for travel.

I 6.2.11 Initiate an orderly 'evacuation of all nori-ERO personnel in the Owner Controlled Area, including the Site Administration Building, Guardhouse and any trailers or temporary office structures on-site.

6.2.12 If personnel are evacuated from the site assembly point to an off-site

"- assembly point, provide~security personnel for on-site traffic control "andissue maps which indicate the desired travel route to the off-site I y~IIjJI L NOTE:- Security should provide'eacih vehicle evacuating the site with a map of the off-site Assembly Point locations and indicate the evacuation route. Form 5790-301-04 (SITE EVACUATION INSTRUCTIONS) 6.2.13 Complete Form 5790-301 -01 (EMERGENCY EVACUATION CHECKLIST).

- Si 6.3 - 'Site Evacuation '

The conditions under which a Site-Evaciuation would be initiated could involve significant releases with resultant ground contamination off-site. Under these conditions, delaying Site Evacuation'to perform Personnel/Vehicle contamination monitoring is inadvisable due to the potential for re-contamination. In this case,

-personnel should be instructed to proceed directly off-site to a designated "upwind" Assembly Point. If all designated off-site 'Assembly'Points are within evacuated (general public) sections, MNGP in cooperation with state and county authorities, will designate an Assembly Point where Personnel/vehicle monitoring will be performed.

-,-6.3.1 Initiate Form 5790-301-01 ,(EMERGENCY EVACUATION CHECKLIST). ,. ,

NOTE: The checklists'used with this procedure SHOULD be completed, although the completion of the checklists SHALL NOT delay evacuation.

6.3.2 -. With the assistance of the REC and/or the ED, select an off-site "assemblypoint.:'Wind direction should be the primary consideration in the selection process, although other conditions, such as release activity and timing of the release maybe considered.

NOTE: The evacuation of personnel from the site should be coordinated with the EOF if activated.

"6.3.3 Direct the REC to inform the local authorities (county Sheriff or county EOC if activated) of the off-site Assembly Point location and

Traffic control personnel (security) should be equipped with respiratory and protectiv]

clothing appropriate for actual or anticipated conditions.

6.3.5 Provide security personnel for on-site traffic control. Security personnel should provide a copy of Form 5790-301-04 (SITE EVACUATION INSTRUCTIONS) identifying the appropriate evacuation route to all evacuating personnel.

6.3.6 Implement the applicable portion of procedure A.2-205 (PERSONNEL ACCOUNTABILITY) is implemented.

6.3.7 Direct the Control Room to activate the evacuation siren and make ONE of the following announcements on the site Public Address System using PA access 305. Repeat the PA announcement at least three times to ensure all personnel hear the evacuation instructions.

"ATTENTION ALL PERSONNEL, ALL PERSONNEL EXCEPT THOSE WITH EMERGENCY DUTY ASSIGNMENTS SHALL PROCEED TO THE PERSONNEL MONITORING STATION AT (specify location), AND THEN PROCEED TO YOUR VEHICLES AND DRIVE TO THE VEHICLE MONITORING AREA AT (specify location). ONCE RELEASED, PROCEED TO (specify location and route) AND AWAIT FURTHER INSTRUCTIONS.

OR "ATTENTION ALL PERSONNEL. ALL PERSONNEL EXCEPT THOSE WITH EMERGENCY DUTY ASSIGNMENTS SHALL EVACUATE THE SITE IMMEDIATELY. PROCEED IN YOUR VEHICLE TO (specify location and route) AND AWAIT FURTHER INSTRUCTIONS."

NOTE: The message should be REPEATED and additional instructions provided as required.

NOTE: The accountability process should be completed within 30 minutes of the evacuation announcement.

6.3.8 Direct the Radiological Emergency Coordinator to assume control of access to the affected area(s) for exposure control purposes and to implement procedures A.2-407 (PERSONNEL AND VEHICLE MONITORING AND DECONTAMINATION), A.2-201 (ON-SITE PROTECTIVE ACTION) and A.2-411 (ESTABLISHMENT OF A SECONDARY ACCESS CONTROL POINT).

MNGP has identified the page announcement indicating that a Plant or Site Evacuation is being conducted as the starting point for the 30 minute accountability clock. This interpretation is consistent with industry standards.

6.2.5 The requirement to limit evacuation siren to < 1 minute is an assumption in Note battery calculations CA-91-046 & CA-91-012.
