C7 Re: Turkey Point Unit 4 Docket No. 50-251 Proposed Amendment to Facilit 0 eratin License DPR-41 On February 25, 1977, Florida Power 6 Light. Company (FPL) submitted its proposed inservice inspection and pump valve test programs for Turkey Point Unit 4. Proposed Technical Specification changes to conform the Technical Specifications to the revised programs were submitted as required by 10 CFR 50. 55a(g) (5) (ii) . A September 7, 1977 letter from your staff referred to our February 25, 1977 submittal and requested additional information for the purpose of evaluating our proposals.

As a result of the review which has been prompted by your request for additional information and discussions with your staff, FPL has made numerous changes in the proposed pump 6 valve test program for the purpose of providing additional clarification. Although we believe that none of these changes are of a substantive nature, we are nonetheless submitting a revised program to replace in toto that which was forwarded to you on February 25, 1977. The revised program is contained in Attachment B to this letter and is identified by the date on each page. Exceptions to the ASME Code, Section XI requirements are identified and supporting information is presented in Table II of the revised proposed program in accordance with the provisions of 10 CFR 50.55a(g)(5)(iii). Relief from those requirements is herewith requested.

Victor Stello Office of Nuclear Reactor Regulation Pacaa Two Our submittal of February 25, 1977 included proposed Technical Specification changes to conform the Technical Specifications to the requirements of the proposed test program. As a result of our review of the program, we find it necessary to submit revised Technical Specification changes. Therefore, pursuant to the requirements of 10 CFR 50.55a(g) (4)(ii) and in accordance with 10 CFR 50.30, FPL herewith submits three (3) signed originals and forty (40) copies of a request to amend Appendix A to Facility Operating License DPR-41. The revised proposal is described below and shown on the accompanying Technical Specification pages and (Attachment A) bearing the date of this letter in the lower right hand corner. The revised Technical Specification changes supersede those contained in our February 25, 1977 submittal.

Table 4.1-2 (Sheets 1 and 3)

The valve tests specified in items 6 and 7 are applicable to Unit 3 only. A note is added at the bottom of sheet 3 specifying that, for Unit 4, compliance with Specification 4.2.2 demonstrates operability.

Pa es 4.2-1, 4.2-2, and Table 4.2-1 Specifications 4.2.1 through 4.2 are designated applicable to Unit 3 only.

Pa e 4.2-1a Specification 4.2 is revised to separate the Unit 3 Reactor Coolant System integrity requirements from the Unit 4, Class 1, 2, and 3 system integrity requirements.

Pages 4.5-1 and '4.5-2 Specifications 4.5.2.a and 4.5.2.b are designated applicable to Unit 3 only. The Unit 4 tests are covered by the Unit 4 pump a, valve test program.

An explanatory note is added at the bottom of page 4.5-2. I Pa e 4.6-2 Specification 4..6.2 is revised such that the pump a valve tests are applicable to Unit 3 only. The Unit 4 tests are covered by the Unit 4 pump 6 valve test program. An explanatory note is added at the bottom of the page.

The PNSC and CNRB have reviewed these proposed Technical Specification changes and have concluded that they do not involve an unreviewed safety question.
