50-250 and 50-251 Proposed Amendment to Facility 0 eratin Licenses DPR-31 and DPR-41 In accordance with 10 CFR 50..30, Florida Power 6 Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-41.
An ECCS reanalysis has been performed assuming greater t:han 15% steam generator tube plugging and its anticipated effect on RCS flow.
The reanalysis has shown that a Technical Speci-fication amendment is necessary to support operat.on under these conditions.
The proposed amendment is desc='bed below and shown on the accompanying Technical Specification pages bearing the date of this letter in the lower right hand corner.
Ficrure 2.1-1 A note is added to the reactor core t:hermal and hydraulic safety limit curves for 3-loop operation to indicate that the curves are applicable when steam generator. tube plugging is less than or equal to 15%.
Fi ure 2.l-la Additional reactor core thermal and hydraulic safety limit curves for 3-loop operation have been developed to incor-porate a reactor coolant system flow rate of 98$ thermal design flow.
These curves will be applicable when steam generator tube plugging is greater than 15% but less than or equal to 19%.
Pa e 2.3-2 Page 2.3-2 for Unit 3 and page 2.3-2a for Unit 4 are com-bined into one page applicable to both units.

A note is added to lower the factor 1.11 in the Overpower hT equation to 1.10 when steam generator tube plugging is greater than 15% but less than or equal to 19%.
Pa e 3.1-7 Page 3.1-7 for Unit 3 and page 3.1-7a for Unit 4 are com-bined into one page applicable to both units.
A note is added to lower the "reactor coolant flow" DNB parameter from 268,500 gpm to 263,130'gpm when steam generator tube plugging is greater than 15% but less than or equal to 19%.
Pa e 3.2-3 The hot channel factors of Specification 3. 2.6 are revised to provide separate specifications for steam generator tube plugging less than or equal to 15 percent and for. tube plugging greater than 15 percent but less than or equal to 19 percent.
i'he proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power
& Light Company Nuclear Review Board.
They have concluded that it does not affect the health and safety of the public..
