By letter L-2010-113 dated October 21, 2010 [Reference 1], Florida Power and Light Company (FPL) requested to amend Renewed Facility Operating Licenses DPR-31 and DPR-41 and revise the Turkey Point Units 3 and 4 (PTN) Technical Specifications (TS). The proposed amendment sought to increase each unit's licensed core power level from 2300 megawatts thermal (MWt) to 2644 MWt and revise the Renewed Facility Operating Licenses and TS to support operation at this increased core thermal power level. This represents an approximate increase of 15% and is therefore considered an extended power uprate (EPU).

By letter L-2011-006 dated February 21, 2011 [Reference 2], Florida Power and Light Company (FPL) requested to amend Renewed Facility Operating Licenses DPR-31 and DPR-41 and revise the Turkey Point Units 3 and 4 Technical Specifications (TS). The proposed amendment sought to relocate selected figures and values from the Technical Specifications (TS) to the Core Operating Limits Report (COLR). On February 24, 2012, the NRC issued Amendments 247 and 243 for Turkey Point Units 3 and 4 [Reference 3] approving the relocation of selected cycle specific parameters to the COLR. Based on this approval, FPL is currently implementing Amendments 247 and 243 and relocating the approved items to the COLR.

By email dated March 5, 2012, FPL provided the NRC with clean copies of the proposed EPU changes to the Renewed Operating Licenses and Technical Specifications with the Amendment 247 and 243 changes incorporated. The COLR Amendments relocated parameters on eleven (11)

TS pages affected by EPU, i.e., pages 2-2, 2-7, 2-8, 2-9, 2-10, 3/4 1-3, 3/4 1-4, 3/4 1-5, 3/4 1-6, 3/4 2-16, and 6-22. The NRC Technical Specification Branch noted that the clean TS copy pages listed above did not show some of the EPU changes since Amendments 247 and 243 relocated these parameters to the COLR. These relocated parameters for safety limits, OTAT, OPAT, AYQOo

Turkey Point Units 3 and 4 L-2012-118 Docket Nos. 50-250 and 50-251 Page 2 of 2 shutdown margin, moderator temperature coefficient, and DNB are still valid and are not changed from the values on the marked up TS pages reviewed by the NRC staff for the EPU LAR. Since the COLR Amendments [Reference 3] supersede the EPU changes, these selected TS values will now reside in the COLR.

In accordance with 10 CFR 50.91(b)(1), a copy of this letter is being forwarded to the State Designee of Florida.

This submittal does not alter the significant hazards consideration or environmental assessment previously submitted by FPL letter L-2010-113 [Reference 1].

This submittal contains no new commitments and no revisions to existing commitments.
