Component Cooling Water Heat Exchangers The NRC inspector reviewed the repair program for correcting the tube leaks in the component cooling water (CCW) heat exchangers in Units 1 and' 2. The work package for repairing the 1A Heat Exchanger in Unit I was reviewed and'found to be consistent with the ASME Section XI Repair and Replacement Program, Station Procedure OPGP03-ZE-0025, Revision The

- engineering resolution for the tube-to-tube fretting caused by cross-flow-

induced vibration was to pull and plug 30 tubes and rod and plug 264 tubes in the area around the CCW inlet impingement plate. Seal welding of

specially designed plugs was authorized by engineering where mechanical o plugs would not seal the~ tube sheet because the tube sheet hole was made oval during removal'of the tube.

-The licensee performed a post-maintenance pressure test after completing the tube pulling and plugging operations to assure that tne plugs would not leak when the heat exchanger was.put back into service; even though, heat exchanger tube plugging is exempt from the hydrostatic test requirements specified in ASME Section XI,1983 Edition through Summer 1983 Addenda as implemented in the station procedure for post-maintenance pressure tests, OPGP03-ZE-002 ':In the areas reviewed, the welding was accomplished using qualified procedures, qualified welders, and certified filler materia ~No violations or deviations were identifie . Containment Mechanical Penetrations The NRC inspector reviewed activities in the area of containment mechanical penetrations for Unit 2. Normally, this inspection activity includes the-direct observation of work activities.
