We have reviewed your reply and find it responsive to the concerns raised in our Notice of Violation.

Contrary to the position stated in your letter, we do not agree that reasonable evidence exists to support qualification of Limitorque operators with motor leads using

blind barrel crimp splices.

Nevertheless, your) decision to replace the crimp

splices with qualified Raychem splice?..esolves the issue. We' reviewed the implementation of your corrective actions during'a past inspection and, determined that full compliance has been achieved.

Contrary to the above, measures had not been. established to prevent'the

'k installation of certain Limitorque valve operators which had not been qualified since the installed configuration contained blind barrel crimp.

splices which had not been documented on the qualification test report as having been tested and qualified.

II. Reason For Violation STP contacted the vendors who supplied the dual-voltage motors to clarify the Environmental Qualification (EQ) basis for motors with blind barrel crimp splices in their motor leads.

Limitorque Corporation stated that i

the subject. spliced connections were. tested in motors covered by the Limitorque EQ test report and that Limitorque had photographs of the tested motors showing the spliced connections. Westinghouse has also confirmed Limitorque's position that the motors were qualified.

STP EQ engineers have reviewed the Limitorque EQ test report and have concluded that, although the EQ of.the spliced connections is not clearly documented in'the report, there is reasonable evidence to conclude that the splices were adequately covered by the test and that they were qualified for their intended service at STP.

Therefore'. STP believes no programmatic qualification deficiency exists.

III. Corrective Actions Taken and Results-Achieved:

In order to remove any doubt as to the qualification of dual'-voltage motors in the Limitorque motorized valve operators at STP., a rework program was conducted in which the vendor-supplied splices were removed'

from Unit 1 motors and replaced with qualified Raychem splices. This program is complete.

Similar actions will be taken on'the'Limitorque

-

motorized valve operators with' dual-voltage motors'in Unit'2.

barrel crimp splice concern. Vendors who wish to supply motorized valve operators with dual-voltage motors containing these splices will be required to provide adequate assurance that the splices would not render the operators unfit for their intended service at STP.

V. Date of Full Compliance

STP is in full compliance with site design documents and procedures at this time. Additional revisions to site procedures to replace the

l spliced connections in Unit 2 Limitorque motorized valve operators with dual-voltage motors will be complete by August 3, 1987.
