Follow-up on Previou, Inspection Findings (Closed) Open Item (498/8630-01; 499/8627-01): Organization and Management Controls - This item involved: (a) the lack of defined responsibilities and interfaces between chemical operators and other station departments and (b) the lack of a corporate radioactive waste management and minimization program policy statement. The licensee had developed procedures PG03-Z0-0004, " Plant Conduct of Operations" Revision 0, February 2, 1987, which defines the responsibilities for

" Low-Level Radioactive Waste Management Program" . dated January 23, 1987, which addressed the area of concern. This item (498/8630-01; 499/8627-01)

This. item involved: (a) implementation of a training / retraining program for chemical operators and (b) development and implemention of a training program for personnel involved with the handling and packaging of low-level radioactive waste as required in IE Bulletin 79-19. The licensee had developed and implemented Procedure IP-8.17, "Non-licensed Operator Training Program," Revision 0, dated October 17, 1986. Open Item (498/8630-02; 499/8627-02) remains open pending definition of the retraining program and frequency and completion of part (b) abov (0 pen) Open Item (498/8630-03): Radwaste Program Audit - This item involved: (a) completion of an approved audit pian, including a checklist, for the radwaste program and (b) completion of an approved audit plan, including a checklist for the transfer, packaging, and transport of low-level radioactive waste. The NRC inspectors discussed the term " audit plan," which is meant (ANSI N45.2-1971) to provide information about the functional area to be audited. The. licensee uses the term " audit scope." This Open Item remains open pending completion of the audit scopes, including a checklist, for those areas identified in NRC Inspection Report 50-498/86-30; 50-499/86-2 (0 pen) Open Item (498/8630-05): Liquid Radwaste System - This item involved: (a) completion of an approved preoperational test procedure for liquid radioactive waste systems, (b) completion of the preoperational tests on liquid radioactive waste systems, (c) development of a sampling / analysis program as recommended in IE Bulletin 80-10, (d) review of operating procedures for valving errors and operating conditions which could contaminate nonradioactive systems, (e) verification of tank volumes, representative sampling, discharge flow rates, and recorder readings, and (f) performance of an ALARA review of the (as-built) liquid radioactive waste system, including the recommendation of ANSI /ANS 55.6-197 The licensee had developed a sampling / analysis program for the nonradioactive liquid systems within the plan Therefore, part (c) is considered close Open Item (498/8630-05) remains open pending completion of parts (a), (b), (d), (e), and (f).

(0 pen) Open Item (498/8630-07): Solid Radwaste System - This item involved: (a) completion of approved preoperational test procedures, (b) completion of preoperational tests, (c) verification of representative sampling of spent resins, and (d) performance of an ALARA review of the (as-built) solid radwaste system, including the recommendations of ANSI /ANS 55.1-1979.' The licensee had not resolved the method that will be used to ensure a representative sample of spent resins will be collected. Open Item (498/8630-07) remains open pending completion of all parts listed abov (0 pen) Open Item (498/8630-08): Air Cleaning System - This item involved:

(a) completion of preoperational testing and (b) resolution of which ANSI document (1975-76 or 1980) will be used as a reference for testing. The-licensee decided to use the 1980 ANSI standard as the reference document and had submitted a change to the Final Safety Analysis Report (FSAR) to identify the 1980 ANSI document. Open Item (498/8630-08) remains open pending completion of (a) and amendment to FSAR for part (b).

(0 pen) Open Item (498/8630-09): Area Radiation Monitors - This item involved: (a) completion of preoperational testing of all area radiation monitors, (b) completion of calibration, surveillance, and operation procedures, and (c) evaluation of radiological monitoring requirements at the portable solidification syste The licensee had decided to install a local area radiation monitor and provide for airborne particulate and iodine monitoring during plant evaluations when waste is being solidified. 4. Exit Interview The NRC inspectors met with the licensee representatives denoted in i- paragraph 1 on February 13, 1987, and summarized the scope and findings of the inspection.
