This refers to the inspection conducted by Messrs. G. L. Madsen, W. B. Jones, B. L. Bartlett, and E. P. Hildebrand in conjunction with NRC consultants during the period April 13 through June 11, 1987, of activities authorized by NRC Construction Permits CPPR-128 and CPPR-129 for the South Texas Project (STP),
Units 1 and 2, and to the discussion of our findings with Mr. W. H. Kinsey and other members of your staff on April 17, May 8, and June 11, 1987.
Areas examined during the inspection included a review of the overall startup program, startup procedure review, and licensee actions on previous inspection findings. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the NRC inspectors. The inspection findings are documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were identified.
