This letter forwards the report of the Systematic Assessment of Licensee Performance (SALP) for Wolf Creek Generating Station (WCGS). The SALP Board met on May 11, 1989, to evaluate WCGS's perfomance for the period April 1,1988, through March 31, 1989. The performance analyses and resulting evaluations are docunented in the enclosed SALP Board Report.

In accordance with NRC' policy, I have reviewed the SALP Board Assessment and concur with their ratings. Because this assessment was conducted in accordance with the revised NRC Manual Chapter 0516 with restructured functional areas, direct comparison of some of the performance catings in' this report with those of the past SALP report is:not appropriate.

While some apparent weaknesses were

. identified, it is my view that the overall performance at Wolf Creek Generating Station has been satisfactory with an overall improving trend. Your management efforts to address significant weaknesses noted during the previous SALP period with control of outage activities and operational interface with other departments are especially noteworthy. An exception to this improving trend is the performance in the Radiological Controls area. The following specific areas merit highlighting:

1.

The previous SALP Board noted a decrease in effectiveness regarding performance in the area of Radiological Controls. This SALP Board did not see a turnaround of this decrease in effectiveness. Notwithstanding the assessment of the Board that your performance is still within the Category 2 range, an evaluation of the occupational radiation safety program should be performed by management to determine the.cause for the decrease in effectiveness of the program.

2.

Performance in the area of Emergency Preparedness clearly demonstrated a.

strong coninitment to provide management support to the development of a quality program. Management involvement arld initiative were evident from the complete review and revision of the Emergency Action Levels procedure.

The rating in this area has increased from a Category 2 to a Category 1.

Performance in the area of Security demonstrated that the quality assurance 082-audit program reflected an independent and effective oversight of the

oo program.

Changes made to the facility safeguards and security plan showed

$8 evidence of prior planning and involvement by corporate level management.

The rating in this area is a Category 1.

Performance in the area of Engineering / Technical Support indicated weaknesses regarding the performance of licensed operators on NRC administered examinations and the revision of engineering drawings. Also, initiatives to increase engine aring involvement in daily issues should be continued. The rating in this area is a Category 2.

A management meeting will be scheduled with you and your staff to review the results of this SALP raport. The time and date of this meeting will be promulgated separately. Within 30 days of this management meeting, you may comment, in writing, to this office regarding any SALP rating.

Comments which you submit are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
