Inspection Summary Inspection Conducted January 9-13, 1989 (Report 50-482/89-03)

Areas Inspected:

Routine, unannounced inspection of areas of the physical

. security program. The areas inspected within the physical security program included management support, licensee event report followup, security program plan, and audits; protected and vital area physical barriers, detection and assessment aids; protected and vital area access control of personnel, packages, and vehicles; alarm stations and communications; power supply; testing, maintenance and compensatory measures; and security training and qualifications.

Results: Within the areas inspected, no violations or deviations were identified.

Three open items were identified and are discussed in paragraph 2 (unsupervised transfer of security officer's firearms, analysis of fingerprint record reports, and positive control of access control card keys).

Recent decisions, involving the exchange of firearms at posts, seem to have had an adverse affect on staff morale.

Past experience indicates that the potential for accidental discharge is substantially increased by this practice.
