conclusion of the inspection.
Areas examined during the inspection included a review of certain areas of your
physical; security program. - Within these areas,' the inspection. consisted. of
selective examination of procedures and representative records, interviews'.with
-personnel, and observations by the NRC inspector.
The inspection l findings
are documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
Three open items are identified in paragraph 2 of the enclosed inspection
report.
JThe material enclosed herewith.contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
-by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
material, with the exception of the report cover page, which is an inspection
summary, will not be placed in the Public Document Room.

The administrative function of handling.the FBI fingerprint record reports
- have been transferred to another group. While the administrative. aspects
. continue to be . good, the personnel skills and experience necessary-to evaluate
these reports appear to be missing and management reactions.to adverse
-information appear to be slow.
The. removal of key ~ cards from the site continues to be a problem. The licensee
has been slow in correcting this access control problem.
It was noted.that the previous good response to NRC initiatives has decreased;
in that the licensee appears to delay a response until an NRC violation is
issued.
