Scope:
This routine, announced inspection was conducted in the areas' of j licensee actions.on previous enforcement matters (92701B) (927028), housekeeping (548348), material identification and control (4290213), material control (42940B). Inservice Testing (IST) of pumps and valves (73756), Licensee Event Report (LER) follow-up and inspector f.0110w-up items.

The inspection scope and findings were summarized on August 13, 1987, with those persons indicated in paragraph 1 above. The inspector described the areas inspected. No dissenting comments were received from the licensee.
The licensee did not identify as proprietary any of the materials provided to or reviewed by the inspectors during this inspection.

3. Licensee Action on Previous Enforcement Matters (927018) (927028)

"VT-2 Eye Examination" This item concerns the eye examinations given to Operations Personnel Performing VT-2 Ex:.minations in accordance with ASME Boiler and Pressure (ASME B&PV) Code Section XI.
The item concerned the equivalency of the SCE&G eye test with that specified in ASME B&PV Section XI. To avoid any questions, the licensee is retesting all operations VT-2 examination personnel with a test identical to that specified by ASME B&PV Section

XI. To date all but 14 examiners have been tested and found optically qualified to perform VT-2 examinations.
Pending the completion of the I
examinations of the remaining 14 VT-2 examiners (confirming that all past VT-2 examinations were performed by optically qualified examiners) this matter will remain open.

5. Independent Inspection Effort

The inspector conducted a general inspection of protected area to observe activities such as housekeeping, material identification and control;

l material control, and storage.
Within the areas examined, no violations or deviations were identified.
6. Inservice Testing (IST) of Pumps and Valves (73756)
The inspectors reviewed procedures, observed work activities and reviewed pertinent quality records as indicated below to determine whether inservice testing regulatory requirements and licensee commitments are l
being met.

above listed pumps and valves to verify that the licensee performed
IST per an approved schedule within the limitations described in the
IST program, including increased frequency testing.

The inspectors reviewed the last six completed procedures for the
above indicated pumps / valves to verify that inservice test results
were recorded per the approved procedures and that data was evaluated
within the time constraints delineated in the appropriate edition of
the ASME Code Section XI, Subsections IWP and IWV.

The inspectors reviewed the last six completed procedures for the
above indicated pumps and valves to ensure that IST procedures and
data reflect all requirements of the appropriate editien of the ASME
Code Section XI, including:
evaluations cf imposing and removing
increased
frequency
testing
requirements;
evaluation
and
justification of changes to test acceptance criteria; pump vibration

test data analysis and acceptance criteria justification, including
locations of vibration measurement; requirements that pump tests be
conducted at reference conditions, including reference speed;

compliance of test instruments to 10 CFR 50 and ASME Code
requirements; performance of positive testing of Category C check
valves whose safety function is to open and close; evaluation of
Category A valve leak test data conducted in accordance with ASME
IWV-3426 and -3427 guidelines and including containment isolation and
pressure isolation valves; testing of safety and relief valves in
accordance with ASME IWV-3510 through -3513; observation of remote
position indicators, including those on the remote shutdown panels,
at least once 'every two years to verify that valve operation is

accurately indicated; and indication that valve stroke times are
commensurate with the capabilities of the valve tested.

The inspectors reviewed the data for the above indicated pumps and

valves for the last six intervals to verify that IST data was
evaluated per the requirements of ASME Code Section XI, subsections
IWP and IWV, and 10 CFR 50.55a(g) and ensured that appropriate

follow-up actions were taken.

Observations
(1) The licensee was not able, during this inspection, to located

the area of valve testing.

procedures. The licensee indicated that they would locate the
same.
(3) The inspectors indicated that the above would be examined during
future inspections.
Within the areas examined no violations or deviations were identified.

Licensee Event Report (LER) Follow-up

The.following LER was reviewed and closed. The inspectors verified that
reporting requirements had been met, causes had been identified, corrective
actions appeared appropriate, generic applicability had been considered,
and the LER forms were complete.
The inspectors also verified that the
licensee had reviewed the event, corrective action had been taken, no
{
unreviewed safety questions were involved, and violations of regulations
-
or Technical Specification conditions had been identified.

Inspector Follow-up Items

This item concerns whether valves XVG 9503A and B in the component cooling
j
water system should be included in the IST program.
The licensee claims that these valves were not include in the IST program
based on discussions which occurred during meetings held on February
24-25, 1982, between NRC and SCE&G regarding the IST program for pumps and
valves.
This meeting was documented in a March 16, 1982, letter to the
licensee. The licensee contends that inclusion of the subject valves and
other valves of similar function which do not received an automatic ESF
signal represents a departure from a previous NRC interpretation.

The March 16, letter indicates " Listed Valves" have no safety function.
Therefore, it follows that the " Listed Valves" would not be required to be
includac' in the IST program.
Unfortunately, the March 16, 1982, letter
does not identify the " Listed Valves."
The licensee presented the -
inspectors a photocopy of'an unsigned handwritten document; apparently the
notes from which the March 16, 1982 letter was written.
This document
indicates that Valves XVG 9503A and B are among the " Listed Valves." This
matter was left open pending the legitimization of the unsigned photocopy
,
of handwritten notes.
Subsequently, the inspectors have reviewed the trip report covering
the
February 24-25,
1982. meeting and discussed the above with
'
Mr.
meeting.
The inspectors have determined that Valves 9503 A & B were
intended to be part of the " Listed Valves" (Paragraph N 9 of Enclosure I
to the March 16, 1982 letter). Therefore, the valves are not required to
be included in the IST program because EG&G Idaho determined that they
provide no safety function. This matter is considered closed,
