Nuclear Materials Safety and Safeguards Branch Division of Radiation Safety and Safeguards SUMMARY Scope:

This routine, unannounced physical security inspection included a review and inspection of the following areas:

Physical Security Plan and Implementing Procedures; Management Effectiveness - Security Program; Security Organization; Locks, Keys, and Combinations; -Physical Barriers - Protected Area; Physical Barriers - Vital Areas; Compensatory Measures; Detection Aids -

Protected Area; Access Controls - Personnel, Packages, and Vehicles; Alarm Stations; Communications; and Personal Training and Qualification - General Requirements.

On November 4,1987, the inspector accompanied Mr. Eri: Charloz, Head of the Nuclear Technology and Security Section, Swiss Federal Office of Energy, and his Assistant, Mr. Paul Laug, on a tour of the V. C. Summer facility.

The licensee provided an informative briefing and responded to questions by the visitors regarding security program implementation and operational activities.

Results:

One violation of regulatory requirements was identified.
