Pipe Support Baseplate Designs Using Concrete Expansion Anchor Bolts (IEB
'
79-02)
On July 5, 1979, August 17, 1979 and January 7, 1980 the licensee provided responses to IEB 79-02.
On February 21, 1980 the licensee reported that deficiencies were identified in 97 out of 100 pipe supports installed. An inspection was performed to verify licensee compliance with IEB 79-02 requirements and licensee commitments.
I L
.
-2-g As a result of the deficiencies noted by the licensee.on pipe supports, the licensee's QC organization took over the pipe support QC functions from Daniel Construction Company. The following procedures were either modified or issued to provide for a pipe support re-inspection program.
South Carolina Electric and Gas (SCEG) FQCP 6.3.1, Rev. TA-1 - Inspection of Fabrication and Installation of Pipe Hangers and Supports SCEG Procedure MF-9 Rev. 4 - Inspection of Fabrication and Installation Of Safety-Related Pipe Hangers and Supports.
The above noted procedures also contained requirements for inspection of concrete expansion anchors.
The following pipe supports were inspected for compliance with IEB 79-02 requirements and licensee commitments:
Main Steam System MSH-289
.
MSH-290 MSH-291 MSH-292 MSH-294 No items of noncompliance or deviation were identified.
6.
Seismic Adalysis for As-Built Safety-Related Piping Systems (IEB 79-14)
On October 30, 1979, the licensee provided a response to IEB 79-14.
An inspection was conducted to verify licensee compliance with IEB 79-14 requirements and licensee commitments.
The pipe support reinspection procedures noted in paragraph 5 above provides for the reinspection of all safety related pipe supports. Approximately 30% of the pipe supports had already been reinspected. An as-built inspec-tion of piping was just starting. It was noted that the licensee was using existing general procedures for the piping as-built inspection. However, to assure that data that is important for the seismic analysis is obtained and provided to GAI, the licensee indicated that either a new procedure will be generated or existing procedures changed to detail the inspection requirements. Pending issuance of the procedure or change to the existing procedures this item was identified as inspector follow-up item 80-19-01
"As-Built Piping Inspection Procedure".

Inspection of the following pipe supports was in progress and was observed:
Component Cooling - CCH 1103 Reactor Cooling
- RCH 222 Chemical and Volume Control - CSH - 940
