ENVIRONMENTAL REVIEW OF POINT BEACH STEAM GENERATORTUBESLEEVING(TAC #46694AND46695)

By letter dated July 2,1981, Wisconsin riectric Power Company (WdPCO) requested authorization to proceed with sleeving of degraded steam generator tubes.

Subsequent to the original request, WEPC0 sutnitted to the ASLB a request to perform a demonstration tube sleaving program (12 tubes) to be conducted during the current refueling outage at Point Beach Unit 1.

Our nonradiological environmental review of the demonstration program was transmitted to you on October 23, 1981.

We have reviewed the documents contained in the licensee's application for the entire sleeving program. We find that the proposed activities will be conducted within the plant in areas previously disturbed during site prepara-tion and construction. These activities will not have appreciable offsite environmental effects. The licensee has not proposed any changes in effluents from the demineralizer waste systems or other waste streams as part of the repair program. We conclude that the activities as proposed will not result in any significant environmental impact.

We are of the opinion that the proposed amendment to authorire the steam generator repair program involves an action which is insignificant from the standpoint of environmental impact and, according to 10 CFR 551.5(d)(4), an environmental impact statement, negative declaration or environmental impact appraisal need not be prepared.
