The inspection involved 29 inspector-hours onsite by one NRC regional based inspector.

Preservice Ins ection PSI Observations The inspector reviewed Liquid Penetrant Procedure Number 80A2775, Revision 2,
and witnessed the penetrant examination of hanger welds HBB-110-2-H30 and HBB-110-H27.
The inspector's observations were made to ascertain compliance with the aforementioned procedure.
The welds were examined by an individual certified to Level II in the liquid penetrant method, aided by a trainee.
Evaluation of indications was done by the Level I The examinations were done in accordance with the applicable procedure using vi'sible dye, and solvent removable penetrant materials.
Material certification records for the penetrant materials were reviewed by the inspector to ascertain that the materials met procedural and ASME Code requirements with respect to acceptable amounts of sulfur and halogens.
Both welds displayed respectable, linear indications which necessitated surface improvement to remove the source of the indications, and a subse-quent penetrant examination to confirm a surface free of relevant, indications.
In addition to the above, the inspector reviewed selected nonconformance reports (NCR) related to PSI activities.
The review was done to ascertain that licensee and regulatory requirements were met and included, the following:

NCR ¹6440 dated September 8,
1980 NRC ¹6440 involved sweepolet VRR-B-31-A14 which was prepared for PSI by surface grinding.
The grinding operation resulted in reducing the sweepolet wall thickness below the acceptable minimum size.
The records documented that repair by welding was done and that subsequent measurements and examinations verified that the final wall thickness and surface were acceptable per applicable criteria.
The NCR was closed out on September 12, 1980 per GE Co.
FODR ¹KRI-241 and letter ¹EAG-3046 dated September 9,
1980.
NCR ¹6417 and ¹6418 were related to undersize fillet welds which resulted from the removal of respectable liquid penetrant indications.
The reviewed records confirmed that the repairs were properly made and examined for acceptance.
The two NCR's remain open pending successful completion of a hydrostatic test.
No items of noncompliance were identified.
Recirculation S stem Modification Status The inspector discussed with licensee personnel the status of actions directed toward the performance of a meaningful ultrasonic examination of the riser pipe to sweepolet welds.
Procedure Number 80A2787, Revision 1 was submitted by the licensee's PSI contractor and is intended to govern the ultrasonic examination of the riser pipe to sweepolet welds and pipe to reducer welds in the syste r
Sketches of proposed calibration standards are provided in the procedure.
The inspector noted that the standards, as shown on the sketches, do not contain welds and are not representative of the as-built configuration.
The use of a representative ultrasonic calibration standard is discussed in IE Inspection Report No. 50-387/79-37 and 50-387/80-03.
Report,No.
79-37 dated November 19, 1979 documents a meeting of representa-tives of the PP&L Co.
and their consultants and the NRC which was held at Allentown, Pennsylvania on October 24, 1979, to assess the inspectability of the double welds in the recirculation system.
Report No." 80-03 dated April 11, 1980 reiterates the NRC position as stated in the earlier report.
At the exit interview on January 30, 1981, the inspector stated his concern regarding the proposed calibration blocks and advised the licensee that the NRC position remains as delineated in paragraph 4 of Inspection Report No. 50-387/79-37.

Reactor Vessel Internals - Record Review The inspector reviewed records associated with post-installation vessel internals protection.
This was done to ascertain that access to the area was controlled and that required cleanliness of the internals was maintained.
The following selected records were included in the inspector's review:
Personnel access and material access control records maintained by General Electric Company for the period from February 8, 1978 through March 31, 1978 and December 1,
1980 through January 5,
1981.
PP&L material and tool log - 818'evel.
PP&L personnel access log 818'estricted area.
PP&L individual authorization pass for individuals not on the permanent access list who required short term entry to the restricted area.
Included in the review were records which documented 'that inspections for cleanliness were conducted by representatives from GE Co.,
PP&L Co.
and Bechtel Power Corporation.
No items of noncompliance were identified.
5.
Exit Interview The inspector met with the licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on January 30, 1981.
The inspector summarized the purpose and the scope of the inspection and the findings.
