Discussion A brief summary of the Systematic Assessment of Licensee Performance (SALP) Program was presented to explain the basis and purpose of the evaluation.
The NRC Region I evaluation board meeting was discussed, including the assessment period, performance data and the results of the board's evaluation.
The licensee's overall performance was considered acceptable.
The prescribed regional inspection frequency'ill be decreased in one functional area.
Nine areas will receive increased inspection effort by Region I to confirm that corrective actions already initiated are effective or to determine that corrective actions will be initiated and are effective.

Number and Hature of Licensee Event Re orts During the assessment period 23 construction deficiency reports (COR's)
were submitted by the licensee, 17 of which are applicable to both Unit
and Unit Z.
Twelve COR's were the result of manufacturing errors, six were due to engineering errors and five were due to construction/QC errors.
Four of the six events classified below as engineering errors should have been identified and corrected during design review:
(1) classification of solenoid valves as non-safety-related for use on safety-related systems; (2) use of unqualified material as a barrier for electrical separation; (3)
excessive voltage drop in control wiring; and (4) excessive voltage drop in power wiring.

Mana ement Conferences Held Durin Past Twelve Months No enforcement related meetings were held with licensee management during the assessment period.
A routine meeting was held with licensee management at the NRC Region I office on April 16, 1980.
The following subjects were discussed:
construc-tion and startup schedule, inspection and enforcement policy and programs, assessment of licensee performance, and operating licensing requirements.
At the request of the licensee, another meeting with licensee management was held at the regional offi'ce on July 30, 1980 to discuss NRC concerns regarding (1) the effectiveness of the licensee's QA program and (2) the need for added emphasis and continued vigilance in areas of QA/QC"con-comitant with the accelerating pace of construction and preoperational testing.

Licensee Activities Unit 1:
An intensive effort is underway to complete construction of piping, electrical and instrumentation systems and to turn the systems over for preoperational testing.
Of a total of 136 systems requiring preoperational tests, 40 tests have been conducted and test results of 36 systems have been approved.
Construction is reported to be approximately 90% complete as of December 31, 1980.
The licensee's projected fuel load date is June 1,

1980 Unit 2:
Construction activity is continuing at reduced level, due to the priority given to completion of work on Unit 1.
Nork under way is primarily in the piping area.
However,'he pace of construction is increasing as Unit 1 approaches completion.
Construction is reported to be approximately 57% complete.
The construction work force is divided approximately 65% on Unit 1 and 35%
on Unit 2 with a gradual shift of personnel to Unit 2 as Unit 1 nears completion.
The construction work force averaged approximately 3500 people during the year; 2500 manual and 1000 non-manual of whom 130 were QA/QC.
In addition, the licensee's construction and start-up forces averaged approximately 400 of whom 30 were assigned to quality assurance.

Ins ection Activities Construction Phase A construction resident inspector was assigned to this site until June, 1980 at which time he was reassigned to operations and construction inspec-tion to regional based project and specialist inspectors.
During the January-June. period fifteen specialist inspections were conducted; primarily in areas of piping, pre-service, electrical and instrumentation.
During the July-December period only eight specialist inspections were conducted due to a lack of available specialist inspectors.
Areas inspected include pre-service and instrumentation plus one inspection each of piping, electrical and safety related equipment.
The project inspector has concentrated on review of CDR's, Bulletins and Circulars, and findings identified during previous inspections'rep erational Phase The resident operations program has been in effect since June 1980, when "
the construction resident inspector converted to an operations resident.
The efforts of the resident have been inspections of the preoperational testing phase and reducing the outstanding items list.
There were four operations oriented specialists inspections during 1980 versus seven for the similar period of 1979
