Test Pro ram Status The inspector met with the Assistant Superintendent of Plant, Assistant Integrated Startup Group (ISG) Supervisor, Quality Assurance (QA) Supervisor Operations and other licensee repre-sentatives, and discussed the following areas:

The present Nuclear Department Organization; Construction turnovers to ISG; Procedures written and approved; Tests completed; Systems turned over to plant staff; Scheduling and sequencing of remainder of preoperational tests to be conducted; and, Preparations for the startup test program.

As a result of these discussions with the licensee's representatives and review of the referenced documents relative to the pre-operational test program, no discrepancies were noted.

The inspector had no further questions at this time.

Test Pro ram Re uirements and Im lementation The inspector met with the Assistant ISG Supervisor and members of his staff, and discussed the following items:

Test program requirements and their implementation; Test procedure review and approval chain; Test scheduling, sequencing and witnessing;

Test results evaluations including test deficiencies and outstanding items; and, Test program direction and problem areas.

As a result of these discussions with the Assistant ISG Supervisor and members of his staff and review of the referenced documents, no discrepancies were noted.

The inspector had no further questions at this time.

Test Procedures The inspector met with the ISG Coordinator and his staff and discussed the following items:

Preoperational test procedures; Acceptance test procedures; Procedure review and approval status; Procedures not received by the NRC; Systems remaining to be turned over to ISG for testing; Tests to be witnessed by the NRC; and, Scheduling and sequencing of the remainder of preoperational tests.

The inspector reviewed the following procedures in preparation for test witnessing by the NRC.

1981 Intermediate Range Monitoring System P 83.1D Revision 1 Approved September 23, 1980 Steam Leak Detection System As a result of discussions with the ISG staff, review of reference documents and final review of the above test procedures, no discrepancies were noted.

Startu Test Pro ram The inspector met with the Startup Supervisor and discussed prepara-tions being made for the Startup Test Program.

Items discussed were the scheduling and sequencing of the specific startup tests, the startup test performance matrix, availability of the startup test procedures for timely review by the NRC, and the interface between preoperational testing and startup testing.

As a result of the discussions with the Startup Supervisor, review of referenced documents, examination of the preliminary startup test performance matrix, the proposed startup sequencing and scheduling list, and the startup test phase a'nd test plateau schedule, no discrepancies were noted.

The inspector had no further questions at this time.

Plant Tours The inspector made several tours of the facility during the course of the inspection.

The tours included the reactor building, turbine building, control structure, control room, remote shutdown panel outside of control room, ESSW pumphouse and circulating and service water pump house.

The inspector observed work in progress, surveillance testing, house-keeping, cleanliness controls, and storage and protection of components, piping and systems.

No items of noncompliance were identified.

No discrepancies were noted.

4.

Exit Interview At the conclusion of the site inspection on October 15, 1981, an exit meeting was conducted with the licensee's senior site representatives (denoted in Paragraph 1).

The findings were identified.

Previous inspections in this area were discussed.
