The inspection involved 54 inspector-hours onsite by two regionally based inspectors.

Unresolved Item (387/79-25-01; 388/79-13-01):
Establishment of full-time environmental engineer and Pollution Incident Prevention Committee.
The inspector discussed with the licensee the formation of the Pollution Control Task Force (PCTF) in 1979 and reviewed the charter and meeting minutes since the PCTF's inception.
Several issues raised regarding the operation of this committee will be re-examined in a subsequent inspection.

Deviation (387/79-25-02; 388/79-13-02):
Failure to control release of effluents from concrete batch plant.
The inspector examined the corrective actions implemented re1ative to this item as stated in the licensee's response dated November 2, 1979 and observed that the batch plant wash-down area now drains into a pipeline which discharges into the C-1 Basin.
There were no signs of erosion or sedimentation on the C-1 access road or at the wooded area east of the C-1 Basin.
At the time of this inspection, the licensee stated that:the batch plant is not currently in use but will be retained for future construction needs.

Failure to report an unacceptable environmental condition (dusting) to PPSL management as required by procedure.
The inspector examined the corrective actions taken pursuant to this item as stated in the licensee's response dated November 2, 1979 and determined that the procedure,
"Instruction for Control of Pollution Associated with Construction Phases".
has been revised to incorporate a
quarterly review of all inspection reports.
A review of records from August 1979 - October 1980 demonstrated that inspections were conducted
'as scheduled and corrective action reports completed as required, thereby informing management of unacceptable conditions.
The inspector stated that'this item is closed.

Unresolved Item (38?/?9-25-04; 388/79-13-04):
Specific procedures lacking for solid waste disposal.
The program for monitoring environmental effects of construction did not contain procedures for examination of solid waste disposal.
The licensee had evaluated the need for specific procedures for solid waste (trash) handling and determined that such procedures were not necessary because no significant prob'lems had been noted in the area.
During the inspection, it was noted that several full dumpsters were in the site trash'rea and no empty containers were present.
The licensee stated that the PCTF will discuss the timeliness of full dumpster removal in order to help control trash at the site.
The inspector stated that he had no further questions in this area at this time.

Unresolved Item (387/79-25-05; 388/79-13-05}:
Action to prevent future spills of sulfuric acid, in storage at the C-1 Basin.
The inspector observed that a wooden plank platform had been constructed over the edge of the C-I Basin.
This storage location would allow spilled acid to flow into the C-1 Basin rather than runoff into the adjacent wooded area should a
leak develop in the storage drums.
The inspector stated that he had no further questions regarding this item.

Implementation of a full preoperational environmental radiological monitoring program'.
The inspector verified through discussions with the licensee and through review of procedures and records that a preoperational program had been initiated as descr ibed in the Final Environmental Statement (FES) - Construction Stage and the SSES Environmental Report - Operating Licensing Stage (ER).
The inspector stated that this item is therefore closed.

Radiolo ical Monitorin The inspector examined selected environmental air and direct radiation monitoring stations.
The inspector observed that several site fence-line TLDs (Stations 11S1, 14Sl, 15Sl) were shielded from the plant and would be of limited use in determining dose from direct radiation.
The licensee stated that these TLD locations would be evaluated.
The inspector stated that the evaluation and any'actions taken concerning the locations of these monitors would be reviewed in a subsequent inspection.

Biolo ical/Ecolo ical Monitorin The inspector toured the biological consultant's laboratory, reviewed
, sampling and analytical procedures and observed the performance of a bird population census.
The inspector had no further questions in this area at this time.

Meteorolo The inspector reviewed the installed meteorological monitoring equipment and noted that it was functioning at the time of the inspection.
The-inspector reviewed calibration records and procedures for the meteorological instruments and noted that procedures were not specific to the Susquehanna site.
The licensee stated that specific detailed procedures will be developed prior to operation of the facility in preparation for operation.
The inspector had no further questions in this area at this time.

On arrival at the SSES site, the inspector toured the site perimeter and selected areas within the site.
Areas examined included; the settling basin, 500kY switchyard, concrete batch plant, intake struc-ture.,
emergency spray pond, trash removal area, waste treatment plant, lay-down areas and spoils area.
Erosion Control The-inspector reviewed records of periodic inspections by PP8L personnel f'r erosion from September, 1979 to October, 1980 and noted that inspections were conducted at the frequency outlined in procedure checklists.
The C-1 sedimentation basin was examined and no erosion or sedimenta-tion was observed on the access road or the wooded area around the.
basin.
The licensee stated that the concrete batch plant was not currently in use but will be operated in the future.
The inspector noted signs of erosion at the west edges of the western lay-down area, and that the western edges of the spoils area (at the site boundary)
were exposed and had not been stabilized.
-The licensee stated that stabilization of these areas would be completed in the spring of 1981, including grading and seeding of slopes and surfaces as necessary.
The inspector stated that this area will be re-examined during a
subsequent inspection.

Other Controls The inspector reviewed records of periodic inspections for spills, dust conditions, trash removal and sanitary wastes from September 1979 to October 1980.
The inspector noted that inspections were conducted at the frequency specified in procedure checklists and corrective action reports (CARs) were completed when required.

The inspector reviewed the organization'or administration of the
- environmental monitoring programs (construction/preoperational
} and discussed with the licensee any changes made since 1979.
The con-

structionn environmental programs are still under the supervision of a Senior Project Engineer who reports to the Project Construction Manager.
The preoperational monitoring programs are now being conducted by the Nuclear Supp'ort Group, the supervisor of which reports to the Nuclear Suppor t Manager.
A Pollution Control Task Force (PCTF} was formed in 1979 to oversee site construction environmental protection activities.
The inspector reviewed PCTF meeting minutes since the first meeting in September 1979 and'noted that several issues were opened for discussion and not resolved or closed in subsequent minutes; Twelve PCTF meetings were held between September 1979 and April 30, 1980 and none have been held
'since.
Subsequent to this inspection, the licensee informed the inspector that a letter dated December 2,
1980 had been sent from the Manager-Nucl'ear Support to 'the SSES Station Superintendent requesting a
PCTF meeting as soon as an agenda could be formulated, and that any open or unresolved issues would be closed during this meeting or listed such that resolution of any outstanding items could be followed through subsequent meetings.
The inspector stated that the continuing operations of this committee would be re-examined during a subsequent inspection.

Pro ram Review and Audits The inspector reviewed a number of audits and subsequent responses in both the construction and preoperational environmental monitoring programs from 1979 and 1980.
These audits covered areas including transmission line construction, NPDES permits, review of contractor

laboratories/analytical procedures, meteorological monitoring, radiological and non-radiological sampling and analysis, and TLD processing.
The inspector noted that corrective actions had been completed or initiated on identified audit findings as required.
The inspector had no further questions in this area at this time.
6.
Licensee Pro ram for ualit Control of Anal tical Measurements The inspector discussed with the licensee the quality control programs for measurements in both the radiological and biological/ecological environmental monitoring programs.
The licensee stated that a quality control program for the radiological program is under development and includes splitting samples with an additional laboratory.
The licensee stated that specific and detailed sample splitting procedures and gC data acceptance criteria are also being developed.
The inspector discussed with the licensee the biological/ecological gC program which included EPA spiked samples for various water quality para-meters.
The licensee stated that the current procedure involved delivery from EPA of spiked samples and the accompanying list of "known values" to the contractor who then forwards the list of known values to the licensee and analyzes the spiked gC samples.
The inspector stated that sending the known values to the contractor along with the samples was not good gA practice.
The licensee stated that in the future the sample list of known values and spiked samples, would first be sent to the licensee and the samples will then be forwarded to the contractor lab.
The licensee stated that the biological gA program also included checks on sample counts and species identification, maintenance of preserved portions of each sample collected, and species. identification by outside consultants, as necessary.
The inspector had no further questions in the above area at this time.
7.
Exit Interview The inspector met with the licensee representatives denoted in Detail 1 at the conclusion of the inspection on November 14, 1980 (SSES site)
and November 17, 1980 (PPSL Hg).
The inspector summarized the purpose and scope of the inspection and discussed inspection findings.
