Plant Tour II A tour of the site was made to observe the status of work and construction activities in progress.
The inspector examined work items for any obvious
,defects or noncompliances with regulatory requirements or license conditions.
Areas observed included:
work in progress on reactor vessel nozzles thermal sleeve modifications; raceway installation; cable pulling operations; and cable terminating activities.
No items of noncompliance were identified.
3.
Conduit Identification
'
During the inspector's observation of cable related activities, it was noticed that the individual conduits containing the power cables to core spray pump 1P206A and residual heat removal pump 1P202B were both identified with the same raceway identification -number - ElF035.
Further investigation revealed that the number ElF035 was the correct identification for the RHR pump and E1F034 was correct for the core spray pum guality Control Instruction (gCI) E1.0, "Installation Inspection of Class IE Raceway,"
contains the requirement in Paragraph 3.12 that, as par t of the final inspection of raceway, raceway identification be verified correct.
On January 24, 1978, the guality Control Inspection Report (gCIR) for conduit E1F-034 was signed off by gC as being verified correct.
The subsequent erroneous identification of conduit E1F-034 as ElF-035 is an item of noncompliance relative to Criterion VIII of Appendix B of 10 CFR 50 (387/79-35-01).

Observation of Electrical Termination Activities The inspector witnessed termination activities in progress and verified that a random sample of final inspected terminations were in accordance with procedure requirements.
The drawings referred to during this effort were as follows:

Bechtel Drawing E-353-1, Revision 4, "Connection Diagram 250 Vdc Control Center."
Personnel involved in termination work in progress were interviewed by the inspector to determine their understanding of procedure requirements.
The inspector felt that involved personnel were sufficiently aware of the requirements for separation, identification, inspection, workmanship, and use of current issues of drawings and termination cards.
The inspector verified that the correct terminations had been made for the following cables that had been final inspected and signed off by gC:

(All the above cables ran between the remote emergency shutdown panel and the 250 Vdc Control Center.)
The actual termination point of each conductor was compared against the cable termination card specified location.
All terminations were found to be correct.
Additionally, the inspector checked to ensure the use of specified terminal connectors, neat bundling of cables and conductors, proper identification and segregation of cables, a solid connection between the terminal connector and the terminal point, the use of correct drawings and termination cards, and correct QC sign off of the associated Quality Control Inspection Reports (QCIR's).
No items of noncompliance were identified.
5.
Observation of Cable Activities The inspector witnessed several cable activities including cable issuance, color coding, and pulling.
Additionally, several pulled cables were also inspected.

The use of specified cable, cable pulling equipment, and cable lubricant; the presence of gC personnel; the absence of sharp objects both on the cable reels and in the raceways; and, the presence of the current cable routing card including allowable pull tensions (maximum tension and maximum sidewall) were verified by the inspector for cable in the process of'eing pulled.
For the cables that had already been pulled, the inspector reviewed the gCIR's for completeness.
Traceability of the cable from the cable number to the reel number to the Material Requisition Request (MRR) was followed through on all the cables listed above.
No items of noncompliance were identified.
6.
Exit Interview The inspector met with licensee and contractor representatives (denoted in Paragraph 1) at the conclusion of the inspection on October 25, 1979, at which time he summarized the scope and findings of the inspection.
