Specify method to be used by plant quality to detect trends which may require the issuance of a class B nonconformance repor A revision has been made to procedure AD-00-33 Nonconformance Control, Revision 1, Approved August 15, 1979, covering class B nonconformance.
Trends adverse to quality are detected by quality personnel in the performance of monitoring and/or inspection activities and by the quality supervisor in the review of nonconformance reports, monitoring reports, and inspection reports.

Preo ah erational Test Pro ram Test Pro ram Re uirements and Direction Discussion:
The inspector met with the Assistant Project Director, the Superin-tendent of Plant, the Assistant Superintendent of Plant, and the NgA Resident Engineer and discussed the following:
The addition of a second resident reactor inspector at SSES; Space requirements for the second resident reactor inspector; The newly acquired ISG supervisor; Test program direction; Test program requirements; Test program implementation;
Construction delays; and, System turnovers.

Findings:
As a results of discussions with the licensee's representatives, and a review of the referenced documents, no discrepancies were noted, and the inspector had no further questions at this time.

The inspector met with the Assistant Integrated Startup Group Supervisor and the Assistant Starting and Testing Coordinator and discussed the following areas under reorganization:
Tests; Test scheduling; Test sequencing; Test procedures; and, Test procedure review and approva Also discussed were areas of:
Test program requirements; Test program direction; Test program implementation; Construction delays; System turnovers;,
Test witnessing; Reactor system integrated flush; Reactor system hydrostatic test; Emergency-standby power systems; and, Vibration, analysis and assessment.
The inspector attended the Integrated Startup Group weekly startup meeting with the Assistant ISG Supervisor and the Assistant Starting and Testing Coordinator.

Findings:
As a result of the discussions with the Assistant ISG Supervisor and with the Assistant S and T Coordinator, and review fo the referenced documents, no discrepancies were noted at this tim The inspector was assured of receiving procedures in a timely manner for adequate review, and receiving test schedules and test sequencing charts in order to assure timely and adequate witnessing by NRC personnel, of tests scheduled to be conducted by the licensee.
The inspector had no further questions regarding these items at this time.

Emer enc -Standb Power S stems Discussion:
The inspector interviewed licensee's representatives and held prelimi-nary discussions on the following:
Diesel Generator Sets and Auxiliaries; 250V DC Power System; 125V DC Power System; 24V DC Power Systems; including, Batteries; and, Battery Chargers.

Findings:
The inspection of emergency-standby power systems consisted mainly'f discussions and tours of the Diesel Generator Rooms, the Battery Rooms, and, the Battery Charger As a result of inspections of the Oiesel Generator sets and their auxiliaries, the Batteries and Battery Chargers, review of referenced documents, and discuss'ions with personnel, no discrepancies were noted and the inspector had no further questions at this time.
A further review of the emergency-standby power systems, procedures, completions and turnovers, will continue during subsequent inspections.
5.
Plant Tours The inspector made several tours of the facility during the course of the inspection including the containment drywell, reactor building, turbine building, control room, diesel generator rooms, battery rooms, and, battery charger areas.
The inspector observed work in progress, housekeeping, cleanliness controls, storage and protection of components, piping and systems.
No items of noncompliance were identified and no discrepancies were noted.

Exit Interview At the conclusion of the site inspection on September 28, 1979, an exit meeting was conducted with the '1icensee's senior site representa-tives (denoted in Paragraph 13.
