Emergency Detection and Classification (82201)

The NRC inspector reviewed appropriate sections of the Emergency Plan and interviewed licensee representatives to determine if key emergency response personnel understood the standard emergency classification and action level scheme according to the requirements of 10 CFR 50.47(b)(4).
Four simulaced emergency walk-throughs were conducted with six licensee

personnel.
The NRC inspector determined that selected emergency response personnel designated as primary or alternate responders in the emergency organization were aware of the four emergency classifications as described in Section 3'of the Emergency Plan.
Additionally, personnel were aware of their individual authorities and responsibilities as delineated in the Emergency Plan.
The NRL inspector observed'during the walk-throughs that the personnel selected for participation demonstrated adequate

The NRC inspector discussed the following observation with the licensee during the exit interview:
Consideration should be given for revising the onsite personnel
assembly procedure.
The procedure should address any special assembly requirements for essential and nonessential personnel on back shifts and holiday shifts.
3.
Protective Action Decisionmaking (82202)
The NRC inspector reviewed the Emergency Plan Section 5.0, and interviewed j
both licensee and offsite representatives to determine whether emergency response personnel had the capability to perform their assigned functions in accordance with the requirements of 10 CFR 50.47(b)(9)(10) and 10 CFR 50, Appendix E.IV.B.
Four simulated emergency walk-throughs were conducted with six licensee personnel.
Additionally, the NRC inspector had telephonic communication with two offsite Parish officials.
The NRC inspector determined that the selected individuals were able to properly identify and classify an accident according to the parameters identified by the NRC inspector.

Operational Status of the Emergency Preparedness Pronram (82701)
The NRC inspector i<.terviewed licensee representatives to determine whether emergency response personnel understood their emergency response roles and could perform their assigned functions in accordance with the requirements of 10 CFR 50.47(b)(1).
The NRC inspector selected at random and interviewed six licensee personnel.
The selected individuals had received licensee required training.
Additionally, the personnel were aware of their individual responsibilities.
6.
Inspector Observation An inspector observation is a matter discussed with the licensee during the exit interview.
Observations are neither violations, deviations, nor unresolved items.
They have no specific regulatory requirements, but are suggestions for the licensee's consideration.
Observations are identified-in paragraphs 2 and 4 of this report.
7.
Exit Interview The NRC inspector met with the NRC resident inspector and licensee representatives denoted in paragraph 1 on December 18, 1987, and l
summarized the scope and findings of the inspection as presented in this report.
