Gentlemen:
This refers to the inspection conducted by Mr. C. A. Hackney of this office
during the period December 14-18, 1987, of activities authorized by NRC
Operating License NPF-38, for the Waterford Steam Electric Station, Unit 3, and
to the discussion of our findings with your staff at the conclusion of the
inspection.

Areas examined during the inspection included emergency detection and
'
classification, protective action decisionmaking, knowledge and performance of
duties, and operational status of the emergency preparedness program. Within
these areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel, and observations by the
NRC inspector.
The inspection findings are documented in the enclosed
inspection report.
